In recent years, our country is deepening the reform of the higher education structure in order to train and reserve the high quality personnel. For the reasons of strengthen the institutions of higher learning construction and hardware facilities invested heavily to improve college faculty, higher education has made leaps and bounds. As a consequence, teachers and students get a more comfortable, convenient and efficient learning environment. The universities continue to expand their scales, and further optimize the campus buildings and facilities. As the key link of the higher learning institutions development, the university renovation which in line with the scientific concept of development aims to extend the school building useful life, reduce the large-scale construction project costs and improve the efficiency in the use of college funds, in line with the scientific concept of development. In China, countries and schools have paid more attention to the university renovation. However, there are still many improvements should be made in the actual construction process management of cost management, particularly the cost control process takes from the construction side.The construction cost management refers to a series of management actions during the process of production operation costs. The actions include cost forecast, cost decision, cost planning, cost accounting, cost control, cost analysis and cost assessment. As one of the most important process of cost management, the cost control makes a suitable plan for the factors of costs during the whole project. Actual costs incurred in the construction process are strictly controlled within the range of the cost scheme. What’s more, cost control has to calculate the actual the difference between the cost and planned cost, and analysis of feedback and further guidance. Ultimately, the project meets the cost control objectives with the help of cost control.University renovation have several characteristics such as:large number of control objects; high demanding of duration cost control; infection of climate or other nature factors; needs of dynamic feedback and guidance of construction management operation; needs for good cost control operation the mechanism relying actual needs. Implementation of cost control is an important way to ensure the completion of the construction enterprises established cost targets; is an effective way to reduce the construction cost, increase corporate profits; play a comprehensive role in the control of the enterprise project management.This paper aims to, describes the process of the development of cost management inner and abroad in trends. Then analysis on China’s cost management, especially the college renovation cost management, discover the problems should be solved. Explore effective ways to tackle the difficulties of the project renovation. Third, considering the college renovation construction side angle, focusing on the optimization of the whole process of the project cost management, make a research in universities renovation cost control operation. In the end, renovation of the Ocean University of China library is set as an example. Earned value principle is applied to the actual project cost control in this case. The innovations of this paper are:(1) based on the renovation project of its own characteristics, this paper summarizes the features of this kind of project, and come up with cost control problems and counter measures.(2) from the sight of renovation project construction, focus on the optimization of the whole process of project cost control, this paper establishes the cost management mechanism and chooses an effective practical method.(3) in the consider of the feasibilities, build up verification mechanism and practice the method through an actual case.
