With the development of China's economics and the establishment of socialist marketing economy, the higher education has achieved the historical transformation from elite cultivation to educational popularity. Furthermore, the college expansion program has caused a rapid increase in the number of the registered college students, which makes the infrastructure construction of colleges and universities extended on large scale. On the other hand, the government investment into education can not meet the need of college expansion, and its proportion in schooling expenditure is declining, although the financial support from government has been increased constantly in recent years. So it is advisable for the college infrastructure to collect funds in many ways, not only from the government, and to be operated according to the marketing discipline, which demands the higher educational institutions to improve the effectiveness of using infrastructural funds and the profits of financial input, to avoid risks and to promote sustainable development. In a word, it is definitely significant for higher education to conduct effective cost control in infrastructure process, by adopting productive experience and management of modern cost management, in order to cut down wasting and save the costing.This thesis first gives thorough analysis to the background and significance of the cost control on college infrastructure, the home and foreign cost control theories and experiences; then it elaborates the characteristics, the constitution of college infrastructure project cost, and the cost control on different stages, i.e. the establishment, the design, the bidding, the construction procedures, and the completion. In addition, the principles and methods of cost control are discussed. Finally, referring to the real case of H College Experiment Complex, it analyzes the factors and problems of cost control in each episode of the project, and puts forward corresponding measures and strategies. It also makes reasonable suggestions to the whole procedure and further improvement of infrastructure management system to strengthen the team construction and improve cost control consciousness.
