Since the reform and opening up, China's private education after thirty years ofdevelopment, is now in the development stage, since 1999, due to the expansion ofcolleges and universities, promote private higher education scale expands unceasingly,therefore infrastructure projects increase is brook no delay, due to the single source offunds and the shortage of funds, how in the limited funds case, ensure project qualityat the same time, on schedule to complete the necessary infrastructure projects,effective cost control is essential. But from at present the situation of privateuniversities, in the cost control on the lack of normative, which are used in some ofthe traditional methods, it is difficult to control costs and achieve the desired effect.The key of project management is project cost management, project managementis the main target of cost, schedule control, but generally private college constructionprojects often their management, but not fully consider the relationship between thetwo, to the project later, there may be the actual cost is more than the total budget, butthe project has not been complete, it will cause settlement over budget issues.Therefore need to seek new methods of cost control, cost control and schedule controlcomprehensive union, make cost control more effectively.The private college capital construction project cost control as the research object,the specific cost control theory as the foundation, through to the construction projectdesign and cost reasonableness control research, put forward the method of earnedvalue analysis applied to construction project cost control, at the same time on theearned value analysis theory and the main parameters are analysed finally, to NingboDahongying University infrastructure project as an example, discusses the concreteapplication of earned value analysis method, for the realistic problems to provide therelevant guidance.
