| With the development of higher education,almost all colleges and universities are developing in an expanding manner,and campus construction is the basis and rigid demand to meet the development of colleges and universities.Due to various reasons,the cost control of infrastructure projects in colleges and universities is not ideal,and the phenomenon of cost overruns is common.How to strengthen the cost control of infrastructure projects in colleges and universities has become a major problem that colleges and universities,government management departments and even all sectors of society care about.In order to meet the needs of the development of colleges and universities,the government encourages the diversification of investment channels for college infrastructure projects and the application of EPC construction mode which is an effective way of college financing.As a public higher vocational college sponsored by the government,Y University has introduced the EPC model when promoting the construction of the first phase of the new campus project.From the perspective of general contracting enterprises,this paper studies how to strengthen the construction cost management of the first phase of the Y University project under the EPC model,aiming to provide reference for similar project management,and also for the construction management of engineering projects in colleges and universities.Combined with the research status at home and abroad and guided by the whole process cost management theory and EVM method,The dissertation takes the cost control of construction projects as the direction,and makes the whole process cost management research with the method of system thinking.The cost management of the construction of the first phase of the new campus of Y University of the paper is divided into three stages:pre-cost control,construction process cost control and post-cost management.The full text first analyzes the early stage cost control of the first phase of the new campus of Y University,including the design and bidding stages,and puts forward the basic ideas and improvement measures of cost control for these links.The construction stage is the key stage of project construction,and it is also an important stage that is most likely to cause the project cost to get out of control.In order to overcome the shortcomings of traditional cost management methods,the earned value management method(Earned Value Management,referred to as EVM method)is adopted in the research of the thesis.First,after a comprehensive analysis of the project construction content and work boundary,we used the work breakdown structure(WBS)method to decompose the scope of the first phase of the new campus of Y University,determine all the activities of the project construction,straighten out the logical relationship between the project activities,make a cost budget for all project activities,draw the project ’cost benchmark curve,construction plan bar chart,etc.,and lay the foundation for the implementation of EVM cost control.Then,in the process of project construction,by monitoring and counting cost parameters such as the actual expenditure cost of project activities,the budgeted cost of the completed work,and the budgeted cost of the planned work,the cost analysis based on the EVM method has been carried out on the project,and problems and propose improvement strategies in cost management of the construction process was found out..At last,the completion settlement stage is an important part of the owner’s participation in the project cost control under the EPC project,thus,this paper expounds the relevant conditions and standards for the completion acceptance,and proposes to improve the professional quality of the audit business personnel,and put the system of checking the settlement audit process at all levels into effect.The research results show that the overall cost control strategy and plan of the first phase of the new campus of Y University under the EPC model a feasible.However,from the EVM analysis results at the calculation time point,the overall cost control of the project construction is not ideal,and the construction progress is lagging behind.The conclusion shows that under the EPC mode,it is feasible to use the EVM method to carry out project construction cost control,and it makes practical guiding significance to strengthen the cost control of college engineering projects. |
