Research On External Exchange And Cooperation Of Universities Under The Background Of“B&R”

The “One Belt,One Road”(“B&R”)initiative puts forward new challenges for China’s higher education opening up.How to adapt to the new era and realize its own leap-forward development is a realistic problem.Under the“B&R”background and the theory of university’s function and interdependence,the exchanges and cooperation between universities can not only strengthen China’s education,but also continuously improve China’s education quality,national soft power and international influence.It provides strong support for the realization of the "two hundred years" struggle goal and the Chinese dream.Taking the representative China University of Mining and Technology(CUMT)as an example,the analysis shows that CUMT attaches great importance to the foreign exchange and cooperation,and integrates foreign exchanges and cooperation into development planning.CUMT strives to participate in the“B&R”building actively,introducing foreign students from countries along the“B&R”to carry out educational and cultural cooperation and exchanges.However,in the process of foreign exchange and cooperation,there are also problems such as inadequate system construction,lack of professional foreign affairs personnel,single exchange and cooperation,narrow professionalism,low level of external communication management,and insufficient attention of secondary colleges.The reasons for these problems are the government’s lack of attention,lack of capital investment,weak research and transformation ability,unbalanced academic development,and low intercultural communication ability.In response to these problems,using multidisciplinary theories,viewpoints and methods such as Marxist theory,public management,and education,it is analyzed that in the context of the“ B&R ”,universities must cooperate with local governments to develop foreign exchanges and cooperation;combines the development strategy with the present service and the long-term planning;implements the differentiated foreign exchange and cooperation strategy with the advantages of industry and discipline characteristics;strengthens cultural exchanges and promotes the commonweal of the people along the line;and cultivates international talents with talent cultivation as the core.
