Research On The International Exchange And Cooperation Development Strategy Of Shaanxi Higher Vocational Colleges Under The Background Of "the Belt And Road"

Strengthening on exchanges and cooperation about these countries education along the "the belt and road" is not only an important part of building the "the belt and road",but also providing talents for building the "the belt and road".The people-to-people bond is the social foundation of the "the belt and road" initiative.The international exchange and cooperation of higher vocational colleges is a popular project,which is a basic and pioneering work for building good relations between the countries along the belt and road.As the starting point of the "the Silk Road" in the construction of "the belt and road",these international exchanges and cooperation of Shaanxi Higher Vocational Colleges play an important role in its construction process.Guided by the international exchange and cooperation of Higher Vocational Education in Shaanxi Province,this paper develops along the overall train of thought of”Literature review-Theoretical discussion-Current situation analysis-Experience reference-Concept,Mechanism and Path of international exchange and cooperation strategy”.From the perspective of international exchange and cooperation in higher vocational education for serving local and regional economic development,and Combined with "the belt and road" strategic development concept,cooperation mode and strategic opportunity,these following three aspects are mainly carried out:First of all,through the analysis of these current situation of international cooperation and cooperation between 38 higher vocational colleges in Shaanxi province on introducing foreign educational resources,sino foreign cooperation projects,teacher mobility,student mobility,school internationalization policy and participation in the co-nstruction of "the belt and road",we have identified 38 high vocational colleges with different levels in international exchange and cooperation development,which most of them have unclear international positioning,and have distinctive brand characteristics.Professional and curriculum systems are far from the international professional standard system.The number of foreign students enrolled is quite different from that of higher undergraduate education.Intellectual introduction needs to be strengthened.Secondly,we use country cooperation index to evaluate the degree of interconnection between China and the other countries along “the belt and road".Then we select the international exchange and cooperation of these vocational education in three countries,such as Russia,Korea and Singapore,to analyze their successful experience,study the special rules and common laws in the development process.We can concluded these successful experiences as follows: Firstly,learn from the advanced vocational education mode.Localization of national conditions;Secondly,expanding international exchanges and cooperation is an important development strategy for higher vocational colleges to enhance their international influence;Thirdly,multi-party cooperation is the most effective way to enhance their international influence.Finally,combined with "the belt and road" initiative and the construction of "five centers" in Shaanxi Province,these objectives and ideas of international exchanges and cooperation in higher vocational colleges are put forward.These advantages and disadvantages of the 38 higher vocational colleges in Shaanxi province are analysed with SWOT method.Meanwhile,the international exchange and cooperation development strategy mechanism is put forward.Among them,8 first-class higher vocational colleges should adopt SO growth Strategies,the promotion mechanism of characteristic specialty construction as the main part,and the other three kinds of promotion mechanism as the supplement,accelerate the process of international exchange and cooperation,while 30 higher vocational colleges should adopt WO twist strategy,promote international exchange and cooperation with the combination of organization guarantee mechanism,reciprocity and mutual benefit mechanism,coordinated development and characteristic specialty construction mechanism,after the-ir own conditions have reached a certain level.With the helpful of strong conditions,the SO strategy should be changed simultaneously,and the organizational guarantee mechanism and the characteristic professional construction mechanism should be adopted to promote the development of higher vocational colleges to the first class high vocational colleges.These strategies for international cooperation and cooperation of higher vocational colleges in Shaanxi province are as follows: Firstly,we should strengthen the main functions of the government and colleges,build a new mechanism for international exchange and cooperation;Secondly,we should serve the development of regional economy and improve the level of international exchange between teachers and students;Thirdly,we should actively carry out the construction of distinctive brands and construct a group of specialty disciplines with distinctive brands;Fourthly,we should develop international standards of teaching and create a new mode of personnel training with combining "going out" enterprises;Fifthly,we should establish information,which new mechanisms should be strengthened for information exchange.
