Study On Government Responsibility In The Combination Of Medical And Elderly Care Pension Service

At present,China's population is becoming more and more aging,and pension services face more challenges.With the characteristics of longevity,aging,disability and empty nesting of the elderly population,the health problems of the elderly have been widely concerned.Under the background of long-term separation of medical and old-age resources,the traditional pension model can no longer meet the long-term care of the elderly.The need to promote the combination of medical care and old-age care is a new type of pension.The public product attribute of medical care combined with old-age care services determines the government's unshirkable responsibility.However,in the practice of promoting medical care and old-age care services,there is a problem of the government's failure to perform effective duties,resulting in the public pension needs not being well met.Nanjing is a city that entered the aging society earlier in the country,and has officially entered the “deep aging society”.It has rich experience in exploring medical care and old-age care services,and has the characteristics of aging cities and the typical study of government responsibility.Through literature review,it is found that the current research on the combination of medical care and old-age care services focuses on the connotation,type,dilemma analysis and system design.There are not many research papers on government responsibility in the combination of medical care and old-age care services,and the research perspective is limited.Therefore,from the perspective of public administration,this paper takes the government's responsibility in the integrated medical and nursing care for the aged as the research object.According to relevant theories and laws and regulations,the government mainly assumes the leading,financial support and resource integration in the combination of medical care and old-age care services.Responsibility for supervision and management.The typical city of Nanjing was selected as a sample to study the government's responsibility in the combination of medical care and old-age care through literature research,field research,semi-structured interviews,comparative analysis,etc.Status of responsibility.First of all,the inductive analysis of the development of medical care and pension services in Nanjing and the status of government responsibility are summarized.Secondly,based on the status quo and investigation of government accountability in Nanjing,this paper analyzes the problems existing in government accountability in the service of combining medical care with old-age care: the government lacks effective use of medical resources,insufficient financial support,weak supply of medical personnel,and quality of service.The lack of supervision,the lack of assistance for the “health-care combination” of home-based care,and the further exploration of the problems of government responsibility are due to the imperfect policies and regulations of the combination of medical care,the government's lack of integration of medical resources,and limited funding channels.The introduction of social power is not in place,and the supervision and evaluation system is not perfect.Finally,drawing on the experience of other governments in fulfilling the responsibility of the government,it is proposed that the government should effectively fulfill the responsibility of the government in the combination of medical care and pension services: the government should improve the policies and regulations for the combination of medical care and health,accelerate the integration of medical resources,strengthen the protection of medical funds,and encourage Multi-subjects participate in the combination of medical care and health,and comprehensive supervision and evaluation system.This paper studies the government's responsibility in the combination of medical care and old-age care,which is of great significance to improving the quality of life of the elderly,implementing the concept of healthy aging,and building a service-oriented government.
