Research On The Service Mode Of The Combination Of Medicaland Nursing Care In Heilongjiang Province

In the proposal on the development direction of people’s livelihood in the report of the 19 th National Congress of the Communist Party of China,it is pointed out that we should promote the combination of medical care and nursing care in an all-round and multi-level way,build an atmosphere of filial piety and respect for the elders and a service system with perfect system in the whole country,which is more in line with the aspiration of the elderly for their ideal old age life in modern society.Heilongjiang Province is a province with large population.In recent years,the long-term outflow of young population is in sharp contrast with the increasing pressure of aging,especially the families of the elderly with low income and living difficulties are lack of labor force.From the community,pension institutions and hospitals,its purpose is to realize the complementary function of medical and pension.With the joint efforts of governments at all levels,experts,scholars and social operators,the whole country has gradually developed into a complete set of elderly care service model in practice,which has largely solved the medical needs of the elderly,such as medical treatment,nursing and rehabilitation,so that some of the elderly really enjoy the achievements of scientific and technological progress.At present,our province has achieved initial results in the renewal and reform of elderly care institutions.The scattered small-scale nursing homes have ushered in new opportunities of institutional restructuring and policy support.However,the progress of the development of the combination of medical care and nursing care in the community is relatively slow,and most of the wishes to achieve home-based care and medical treatment have not been well met.On the basis of domestic and foreign related research,this paper takes welfare pluralism,Maslow’s hierarchy of needs theory and public goods theory as the theoretical basis,studies from the nature of welfare,responsibility bearer and enjoyment,and concludes that there are some problems in the current mode of combination of medical and nursing,such as the lack of social capital,the high charging standard of medical and nursing institutions,the shortage of medical resources and professional nursing staff,and the lack of existing resources Based on the questionnaire survey and empirical analysis,it is concluded that the elderly’s individual characteristics,monthly income,understanding of the combination of medical and nursing services,access to professional medical and nursing services,participation in recreational activities,satisfaction with being taken care of,self-care and the number of chronic diseases will affect the elderly’s willingness to participate This paper puts forward countermeasures and suggestions from four aspects: the establishment of industry fee standard,the training of professional service personnel and the creation of local characteristics.
