Research On The Influencing Factors Of Interests Synergy Among Government Departments In The Combination Of Medical Care And Pension

As the trend of aging in China becomes more and more serious,the problem that elderly seeking medical care has gradually become more prominent,thus a healthy elderly life as a significant factor restricting development of society has received more attention and become an important issue of the times.As a response,a new pension mode of the combination of medical care and pension was being explored to provide continuous,comprehensive and convenient medical care for elderly.Although the practice of the combination of medical care and pension has achieved remarkable results,due to the constraints of resource and administrative system,it is still difficult to form a more close connection between medical care and pension.In the view of practice,the separation of relevant government departments and the accompanying conflict of interests are important reasons to this problem.Therefore,to explore the factors affecting interest synergy among government departments in the combination of medical care and pension,and analyze how the influencing factors work are significant to further promote the combination of medical care and pension.Based on grounded theory,this paper explores the factors affecting interest synergy among government departments in the combination of medical care and pension.At first,collect first-hand data through in-depth interviews with relevant personnel of human resource and social security bureau,civil affairs bureau and health commission in Dalian and Tianjin.Simultaneously,collect relevant data online.Then,conceptualize and categorize the interview data by Nvivo11.Ultimately,The result shows that the policy and system environment,situation of resource supply and demand,status of cost-benefit and synergistic attitude are the four key factors.Furthermore,through analyzing the influencing ways and paths of each factor,the model of influencing factors and mechanism of interests synergy among government departments in the medical care and pension is constructed and targeted implications are proposed,with the hope of solving conflict of interests to promote deeper integration of medical care and pension,and accelerate the process of healthy pension.
