Research On The Responsibility Of Government In The Development Of The Combination Of Medical Care And Elderly Services

As early as around 2000,China has entered into the aging,and the aging speed is accelerating,with the aging trend is increasingly aggravating,pension problem has gradually become the focus of public attention.Due to the implementation of the family planning policy,most families in China present the structure of "4-2-1" at the present stage.The family size is small,and it is difficult to take care of the elderly only by relying on the only child.The traditional family pension model can no longer meet the needs of the elderly.In recent years,despite the great development of China's old-age care service industry,both traditional family support,home-based old-age care,community old-age care and institutional old-age care are faced with the same problem:the separation of old-age care and medical rehabilitation and health care services,and the lack of high-quality medical services for the elderly while receiving old-age care.Therefore,it is extremely urgent to combine old-age care resources and medical resources effectively and establish a perfect mode of combining medical care with old-age care.Nantong is the most aging city in Jiangsu Province.At the end of 2017,the proportion of people aged 65 and over in Nantong City has reached 20.12%,the highest in the province,while the average level in Jiangsu is 13.37%,Nantong has been in a state of super aging and is facing severe challenges.As one of the first pilot cities of the combination of medical care and elderly services nationwide,Nantong took this opportunity to introduce relevant policies to accelerate the integration of old-age care service system and medical and health care system,and initially established the system of combining medical care and elderly services.Although some achievements have been made,it is still a great challenge to establish a medical and nursing service system that covers both urban and rural areas,has a reasonable layout,a suitable scale and a complete function.This paper mainly studies the government's responsibility in the development of the combination of medical care and elderly services.By analyzing the case of Nantong,this paper summarizes and proposes to optimize the current government's responsible behavior in the combination of medical care and elderly services.
