Research On The Government's Behavior In Developing The Combination Of Medical Care And Pension In M District

Chinese population is aging rapidly,and China has the largest number of aged people in the world.That means China has definitely entered an aging stage.Since the 18th National Congress of the Communist Party of China,the Chinese government has taken many positive actions to cope with the aging problem.The positive policy has become a basic strategy for China's aging society,and it is also an important examination of the modernization of China's governance capacity.With the change of family structure,the number of disabled and semi-disabled elderly is increasing,and the demand for new pension methods is constantly being released.The independent service system of medical care and elderly care can no longer meet the current needs.How to develop the combination of medical care and pension scientifically as well as effectively is a question that local governments must reply to in the people's livelihood questionnaire and the answer will be the necessary strategy to deal with the aging population.However,due to the late start of the combination of medical care and pension,the mature theoretical system and development experience that can be directly referred to are inadequate,leading to many inappropriate movements in the government behavior that has a relatively heavy weight in developing the combination of medical care and pension,which mainly reflected in the insufficient accuracy in overall positioning,institutional mechanisms,policy support,etc,.The existence of those problems restricts the efficient developing in combination of medical care and pension,and has become a barrel for the local governments to actively respond to the aging of the population.There are already some theories put forward by former researchers like the positive aging age theory,welfare pluralism theory and holistic governance theory.So,in this research we try to get some innovation and combination of theory and practice.This study analyzes the measures,shortages in the process of the local government combination of medical care and pension in M district,Shandong Province where the population is aging quickly.We use some research methods of social science such as interview research,questionnaire survey,literature review,and comparative analysis,etc.,to analyze the relevant theoretical works and records of relevant departments,and get the conclusion that the M district government should do better in the following four aspects while combination of medical care and pension.That is to precise the overall positioning,optimize developing mechanism,improve policy support,and strengthen guidance and supervision.We carry out the research under the framework of public management theory,which has both theoretical and practical significance.It will help the M district government to examine its own problems in developing the combination of medical care and pension,and optimize the relevant work strategy.It can provide guidance and references for the local government to efficiently advance the job in developing the combination of medical care and pension,and build a society in which the olds could be well nursed and supported,which is critical for the healthy development of the local and even the national economy.
