Research BackgroundAt present,mental illness has become a major hidden danger affecting the health of our nation.According to the latest WHO data,in recent years,the total number of patients requiring mental health services in China has reached more than 100 million,including more than 16 million patients with severe mental illness.The prevalence of mental illness has reached 13.47‰.The burden of mental illness in China will be one quarter of the total burden of disease[1].In recent years,China has issued a series of mental health policy documents.For example,the National Mental Health Work Plan(2015-2020)(hereinafter referred to as the "Planning")puts a sound mental illness service system and service capacity in a very important position,and requires vigorous promotion of "socialization,comprehensiveness and openness".The mental disorder and mental disability rehabilitation work mode,establish a sound medical rehabilitation and community rehabilitation link service mechanism,encourage and guide social resources,provide community rehabilitation services for mental disorders,and promote patients to return to society[2].On May 1,2013,the official implementation of the Mental Health Law of the People's Republic of China marked that China's mental health work will enter a new stage,which means that the rehabilitation of mental illness in China is moderately regulated at the legal level.At the same time,it provides a legal basis for the implementation of mental disorders rehabilitation in institutions such as society,hospitals and communities.Research ObjectiveThrough the analysis of the status quo of community mental disorder rehabilitation in our country,based on the experience of foreign community mental disorder rehabilitation development,we will find out the problems that affect and restrict the rehabilitation of community mental disorders in our country,and explore the deep-rooted causes of problems.Issues and reasons for policy recommendations.It is hoped that the conclusions of this paper will cause the government and the society to pay attention to this issue.I hope that all sectors of the society will work together to make the mentally disabled patients return to the society as soon as possible.The government will increase the allocation of resources for mental health and promote the improvement of relevant mental health policies and regulations.It is expected that the relevant departments will pay attention to the publicity work of mental health knowledge and gradually change the discrimination of the public to mentally ill patients.Research MethodsThis study mainly uses the following research methods:(1)Literature method:through the inquiry of professional books,periodicals and magazines,and on the knowledge network to search related electronic resources,including domestic and foreign literature on community mental disorder rehabilitation research.Search for "community mental health services" and "rehabilitation of mental disorders" as keywords or keywords for advanced searches of documents in databases such as CMB,CNKI,Wanfang,and Pubmed.(2)Semantic analysis:The definition of concept is the premise of theoretical analysis.This paper will define and analyze the key words such as "mental health,community mental health service,mental disorder,community mental disorder rehabilitation".ContentThrough reviewing the literature,analyzing national statistical data,understanding the current situation of community mental disorder rehabilitation in our country,understanding the current situation of community mental disorder rehabilitation development in foreign developed countries,discovering the current situation and existing problems of community community mental disorder rehabilitation,analyzing and discussing how to improve the rehabilitation of community mental disorders in our country.Countermeasures.In response to the existing problems,based on the experience of international developed countries,the recommendations for the rehabilitation of community mental disorders in China are proposed.Focus on the current situation of resource allocation in the process of community mental disorder rehabilitation development in China,from the hardware equipment and software equipment to explore the existing problems,and finally put forward corresponding countermeasures and suggestions.Research ResultsThe study found that the community mental disorder rehabilitation service in China has the following problems:lack of government support funds in resource allocation,incomplete related equipment,lack of professional service personnel;community rehabilitation model for community mental disorder rehabilitation service management,system is not perfect,treatment and rehabilitation services The referral system is not smooth;the public's understanding of people with mental disorders is not fully understood.In response to the above problems,this paper proposes the following solutions:the government should increase its support for resource allocation;create a community mental disorder rehabilitation service management model;increase publicity and education for the community,set up a family care support center;Improve policies and improve relevant laws and regulations.ConclusionIn summary,community mental disorder rehabilitation work is an important part of the diagnosis and treatment of mental illness patients and return to society,and must be paid attention to by the government and the public.In view of the fact that the community rehabilitation system for mental patients in China is still not perfect,governments at all levels should unite multiple departments to integrate social resources while optimizing the allocation of medical resources to provide patients with practical and efficient community rehabilitation policies.Increase publicity and education for the broad masses of the people,especially the families of patients,to provide patients with a comfortable and safe diagnosis and treatment environment.Improve the cure rate of patients with mental illness,reduce the recurrence rate,let more mentally ill patients return to society,reduce the economic burden of patients'families and society,and promote the development of a socialist harmonious society.It is necessary to establish a comprehensive medical insurance and social security system to ensure that people with mental disorders have the ability to pay for the required treatment.Patients with mental disorders should be cared for,promote their active medical treatment,avoid the development of more serious diseases,promote the recovery of patients with severe mental disorders,enhance their confidence in fighting disease,and reduce the probability of dangerous behavior.
