Policy Research On Government Purchase Of Social Work Services In The Field Of Community Mental Health

Community mental health social work service originates from western experience and has achieved initial results in local practice in China.In 2013,the World Health Organization incorporated mental health into its comprehensive action plan,and the Mental Health Law of the People's Republic of China was formally implemented.In 2015,China successively promulgated a series of mental health policies to guide the national mental health work plan and local comprehensive management pilot projects.The analysis framework of policy chain and policy group shows that mental health is dominated by government,community rehabilitation,participation of social organizations and training of social workers.The policy line of "national-pilot-national" needs to examine the practical results.In this paper,the correlation of policy and practice of mental health research hypothesis,based on national and Shenzhen pilot for mental health policy for empirical research,found that the policy is the default and practice effect of the operation logic and legal nature of the differences,policy consistency pilot has explored the government to buy the mental health social work service patterns and management mechanism,the policy of the government purchase of mental health social work service construction effect and realistic significance remains to be a midterm evaluation.In 2020,who will implement national action plans,and a national final assessment of mental health work plans and experiences in pilot cities will be conducted.In the new historical cycle,the mental health policy groups and policy chains should absorb the pilot service models and working mechanisms,strengthen the "three social associations" of mental health,coordinate the social psychological service system and the health Policy of China,and build a localized and modernized public mental health society.
