Since the 21st century,due to the rapid increase of maritime business and the continuous advancement of modern science and technology,the promotion of maritime informationization has become the focus of the current maritime system.Especially in recent years,with the development of information technology,information science and technology has been widely used in the transportation industry.Guangdong Maritime is closely guided by the "three-oriented" construction,adheres to innovation-driven development,pays attention to the leading role of modern scientific and technological information,and builds a regulatory brand of Guangdong "Smart Maritime" based on the maritime collaborative management platform.Combining with the current informatization work methods,we have created an information-based work pattern that integrates comprehensive supervision,fulfilling duties and responsible services,and transforms all aspects of maritime work,especially water safety supervision services,into information services through intelligentization.It has accelerated the transformation and upgrading of maritime public services and water supervision modes.This not only activates the new power of public services for water transportation,but also innovates a new mode of public service for water transportation,which allows the majority of crew and shipping business owners to share new achievements in the development of water transportation safety.This paper aims to analyze the current application status of information release,crew service,emergency search and rescue,traffic management,weather warning,accident investigation,etc.of Guangdong Maritime Collaborative Management Platform,and analyze the problems in the application in combination with the actual application on public services.Through the analysis of the problem and looking for the main reasons for the problem,we conduct a comprehensive study on this.Some specific improvement measures have been proposed to promote the construction of the Guangdong Maritime Collaborative Management Platform,and to play a better role in improving public services and more in line with the current development of social water transport.This paper makes a comprehensive analysis of the maritime informatization and collaborative management connotation,and uses the theory of public service to discuss.At the same time,the analogy and reference to the successful US and British maritime informatization construction and the informatization construction of the domestic Hong Kong and Shenzhen Maritime Safety Administration are borrowed.The current situation and application management of maritime informatization construction to analyze how to improve the application construction of Guangdong Maritime Collaborative Management Platform.This thesis adopts case analysis,comparative analysis,qualitative analysis,and literature review to analyze and analyze the application of Guangdong Maritime Collaborative Management Platform,and proposes to improve the Guangdong Maritime Collaborative Management Platform to provide better public services and propose a countermeasure.The collaborative management model of Internet+Maritime Services creates an innovative,coordinated,open and shared maritime collaborative management platform to achieve a comprehensive "perceived ship" and bring maritime public service capabilities to a higher level.
