Strageties Of Enhancing The Safety Management Of Quanzhou To Jinmen Passage Route Of Taiwan Strait

Quanzhou to Jinmen passenger route is one of the Taiwan Strait passenger routes which connecting the mainland to Taiwan usually called "the three links". Quanzhou-Jinmen route opened since June 8,2006,which brought great convenience for the cross-strait personnel exchanges and opened up a shortup of the multi-channel, multi-faceted exchanges and cooperation between Quanzhou and Jinmen.But due to the Quanzhou-Kinmen route navigation environment is not ideal, the level of passenger ship, shipping companies and the crew is uneven, cross-strait maritime search and rescue capacity and mechanisms are not so perfect, evenmore the difference of maritime laws and regulations between the mainland and Taiwan that resulting in cross-strait maritime authorities on the implementation of the different standards in passenger safety regulation.These problems bringing some risks for security management of Quanzhou to Jinmen route.The maritime administration should research on how to improve the Quanzhou to Jinmen route safety management in the government requirements of the building service-oriented government and the maritime administration efforts to build a service-oriented maritime premise,what also is an indicator to measure of the maritime public administration and public services.In this paper, the case of the Quanzhou to Jinmen route carry out research that combined these current actual operating conditions and characteristics of the Quanzhou to Jinmen route.According to the theory of the four elements of the system accident, the paper analyzed in detail from the impact of the route of the ship, man, environment and management four aspects of the Quanzhou to Jinmen route which involved passenger ships, shipping companies, crew, the natural environment, navigation environment, maritime management, maritime safety laws and regulations and other aspects of management status and characteristics, and carried out systematically summarized.Then, through the research the paper pointed out the problems of the Quanzhou to Jinmen route in ships, man, environmental and management, and summed up the risk factors which affect the safety management. Finally, the paper analyzed the opportunities and challenges faced by the Quanzhou to Jinmen route in accordance with the basic idea of "to take advantage of Solve the problems, seize opportunities, meet challenges".By inductioned and summaryed, the paper puted forward a series of targeted measures and suggestions on safety management of Quanzhou to Jinmen route by the perspective of the maritime public administration and public services, from six aspects which contains completing infrastructure construction, improving the level of passenger ship companies, accelerating the emergency response capacity building, both prominent regulatory and services, promoting cross-strait exchanges and cooperation, balancing the differences of cross-strait maritime laws.In summary, the paper researched systematically on the Quanzhou to Kinmen route safety management, what providing direct reference and basis to improve the route navigation order, improve the level of maritime safety management and ensure the safety operation of passenger ships.In the matter of promotion of cross-strait personnel and trade exchanges and promoting the development of cross-strait economy rapidly, it will have a positive meaning.
