Study On Maritime Governance Of Ships Carrying Dangerous Goods In Gaolan Port Of Zhuhai

Shipborne dangerous goods transport is not only an operation activity with high water safety risk,but also the focus of maritime supervision and management.In the process of Gaolan Port striding into a 100-million-ton port and striving to build the core port on the west.bank of Guangdong-Hong Kong-Macau Greater Bay Area,in the face of increasingly busy shipping,increasing types of dangerous goods and more market subjects,the shortcomings of the original maritime supervision mode appear.There is a big gap with the modernization of maritime governance system and governance capacity required by the state and the Ministry of Transportation.This paper selects Gaolan Port of Zhuhai as the research target,takes the maritime governance of ships carrying dangerous goods in Gaolan Port of Zhuhai as the research object,adopts the method of combining theoretical research with applied research,and uses the relevant theories of public safety management and collaborative governance.The m ethods of literature research,on-the-spot investigation and comparative analysis are used to study the following aspects:（1）to study and analyze the.ships.carrying dangerous goods and ships arriving at Zhuhai Port and the water traffic accidents over the years,assess the risks and emergency responses of ships carrying dangerous goods,sort out the key links of waterway transportation of dangerous goods,and identify the key points and difficulties of supervision.（2）summarize and analyze the current maritime supervision measures and effectiveness of Zhuhai Port,and analyze the existing problems and weak links.（3）to collect and sort out the advanced experience in the management of ships carrying dangerous goods that can be used for reference at home and abroad.（4）it is proposed to establish a more targeted ship selection mechanism for on-site inspection of dangerous goods ships and a differential inspection mechanism for ships,so as to fill the gaps in maritime supervision and improve the efficiency of supervision.Maritime and other government departments,terminals,shippers,production enterprises,third-party organizations to strengthen information sharing,jointly promote integrity management,sort out emergency response processes,carry out collaborative management and other countermeasures to further improve the maritime governance of ships carrying dangerous goods in Gaolan Port area of Zhuhai.The research of this paper not only provides a reference for the system to do a good job of maritime cooperative governance of ships carrying dangerous goods in Gaolan port,but also enriches the application of public safety management and collaborative governance theory in practice.
