A Comparative Study On The Status Quo Of Marine Professional Rescue Public Services Between China And The United States

With the rapid implementation of the strategy of strengthening the country by sea and the rapid development of the marine economy,the marine transportation industry and marine engineering industry are becoming more and more prosperous,and people are more intensive.All kinds of marine emergencies,dangerous situations and marine accidents occur frequently,which pose a serious challenge to the marine search and rescue work in China.Although the public service level of marine professional search and rescue in China is constantly improving,there is still a certain gap compared with the sending country.As the world's marine power,the United States has been in the leading position in the world in its marine professional search and rescue public service capacity.This paper makes a comparative study on the current situation of the public service capacity of marine search and rescue in China and the United States,and then puts forward countermeasures to improve the public service capacity of marine search and rescue in China.This article combines the marine professional rescue public service with the new public service theory,and proposes that the relevant service should be oriented to the needs of the public,serve the public,and satisfy the public as the goal of their work.At the same time,the marine professional rescue public service and the marine professional are specified The definition and connotation of the salvage public service capacity determine the behavior of marine professional rescue as that the subject with professional equipment,personnel and technology provides the necessary and compulsory public service for marine disaster rescue.The article specifies that the main bodies providing relevant services in China and the United States are the Rescue and Salvage Bureau and the Coast Guard of the Ministry of Transport.The comparative study of the article focuses on these two bodies and does not involve non-professional rescue forces,such as navy,maritime,and maritime.Contrast of supervisory departments.In the core comparative research part of this article,we collected data and information on the establishment,historical evolution,rescue equipment,rescue classification system and legal construction of marine professional search and rescue in China and the United States.After sorting,summarizing,comparing,and researching,it points out the differences between China's marine professional rescue public services and the United States' marine professional rescue public services,and puts forward suggestions for improvements in all aspects.This article hopes to enrich the content of China's marine professional rescue public service theory through comparative research,promote and accelerate the establishment of relevant policies,laws and regulations of marine professional rescue public service,in order to improve China's overall marine rescue model and enhance marine professional rescue public service Ability to provide an important reference basis.
