Research On The Problems Of Dandong Maritime Management

Dandong Maritime Bureau is an authorized maritime management organ which is in charge of maritime safety,supervision and management in the area under the jurisdiction of Dandong.Being an important part to safeguard Dandong maritime safety and development,it plays the core role in maintaining Dandong maritime traffic safety and the shipping economic order.Researches on domestic maritime management mainly focus on macro studies.There is a lack of micro studies.Especially,there are very few those taking Dandong maritime management as the research object.I start from the status quo of Dandong maritime management in this article.With respect to the existing gaps and problems during Dandong maritime management,the reasons for problems are analyzed according to advanced experience in domestic and foreign maritime management.On a basis of the current situation of Dandong maritime management,the suggestions to perfect Dandong maritime management are made so as to meet the challenges during Dandong maritime management under new circumstances.The background,purpose and significance of topic selection are specifically introduced in this article.The status quo of research on domestic and foreign maritime management is sorted out.Firstly,I make a summary of relevant theories about maritime management,define the definition and features of maritime management,make a detailed description of evolution of China’s maritime management and of status quo of Dandong maritime management,as well as introduce the theoretical bases used in this article.Secondly,I point out such existing specific problems on Dandong maritime management as the increasing maritime management contradiction,weak maritime law enforcement,outdated maritime management means,confusing maritime charge management,poor image of maritime law enforcement,and low administrative efficiency.Thirdly,I analyze the reasons for existing problems on Dandong maritime management mainly including incompatible maritime organizations,unsound relevant maritime laws,outdated maritime informatization construction,disorderly maritime charge management,low-quality law enforcers,and maritime management areas under the jurisdiction of Dandong regionally characterized by many points,long lines and vast surfaces.Finally,in combination with existing problems on Dandong maritime management,I propose specific measures to improve Dandong maritime management.I.Optimize Dandong maritime management structure,propel the restructuring of maritime administrative departments,coordinate powers among maritime management departments and scientifically set up the maritime management operating mechanism;Ⅱ.Perfect Dandong maritime legal construction,establish the supporting regulation construction of maritime law enforcement,strengthen the construction of Dandong maritime law enforcement procedures and improve the loopholes of Dandong maritime law enforcement;III.Accelerate Dandong maritime informatization construction,integratedly build Dandong maritime credit supervision and management system and information platform,as well as overall promote Dandong maritime e-government affairs;Ⅳ.According to the standard of national maritime charge,regulate Dandong maritime charge management,implement Dandong maritime charge management system and enhance supervision and management of Dandong maritime charge;V.Promote the quality of maritime management personnel,intensify the quality and ability of Dandong maritime management personnel and establish the scientific performance appraisal mechanism.
