In recent years,Haikou Xiuying Government implements the concept of “Green Leads to Wealth”.By building new waterfront parks and green spaces on the street and upgrading the green belts along primary and non-primary roads,Xiuying Government has scaled green space coverage,enhanced the quality of green spaces,continuously improved the overall ecological environment,and brought more happiness and satisfaction to people’s life.The advanced management concept of government service outsourcing in developed countries has gradually influenced the marketization process of China’s government services,among which the greenspace management outsourcing has played a positive role in greenspace management process.Greenspace management is a complicated process from building to maintenance.Outsourcing the greenspace management brings an end to the long-time monopoly of greenspace management services by Xiuying government departments.The outsourcing practice not only solves the government’s problems of high cost,poor quality and low efficiency,but also helps to fulfill people’s increasing demand on high quality urban green spaces.However,in the current greenspace management outsourcing process,there are still many drawbacks and shortcomings,which need to be studied further to improve management processes and promote urban prosperity.This paper studies research on domestic and international greenspace management service outsourcing,analyses the practices and processes adopted by Xiuying government since 2009,examines the current greenspace management industry through on-site investigation and field survey.Research for this paper also include in-depth questionnaire surveys and insightful interviews to outsourcing service buyers – Xiuying government personnel,outsourcing service providers – enterprise management personnel,outsourcing service consumers – communities around the area,and third-party supervision institution management personnel.The paper describes in detail the practice and processes of outsourcing services,including request-for-quote process before outsourcing,the methodology and scope of outsourcing services,the division of responsibility and the workflow,the distribution and the use of funds,and the supervision and evaluation.Major factors that affect the development of greenspace management are further discussed in terms of five aspects – laws and regulations,the third-party supervision,examination and evaluation mechanism,use and management of funds,and contractor’s internal management.The study and analysis of the paper are based on the new public management theory,new public service theory,and governance theory,together with methodologies of literature research,investigation study,and comparative research.Following the analysis and discussions,the paper will conclude with practical and feasible recommendations and solutions,regarding regulatory policies,supervision system,evaluation mechanism,budgeting and finance,and other operational aspects,to improve government outsourcing practices,to optimize overall greenspace management processes,and to establish a comprehensive,efficient,and systematic management mechanism.This paper is based on the Xiuying area,and is used as a reference for the cities and areas with similar situations.
