Since the 18th CPC National Congress,China's reform has entered deep-water areas,and a large number of reform measures have been implemented one after the other.In particular,taking the transformation of government functions,simplifying administration,and decentralization as breakthroughs,many administrative examination and approval matters have been cancelled and delegated,and the level of government management services has been improved.In the process of "revolutionization,standardization and modernization" development of the Maritime Safety Administration of the Ministry of Transport,traditional methods such as streamlining administration and decentralization,improving service attitudes,and simplifying business processes have also been adopted to improve services and management efficiency.However,the maritime service capability and level have not been able to meet the needs of society and the masses.The contradiction between insufficient maritime service capability and intensified social demand has not been completely solved by traditional means,and the efficiency of maritime management services has been improved by improving the level of maritime informationization.It is a new topic and new field to improve maritime services.Based on maritime work practices,this paper mainly adopts research methods such as literature survey,field investigation,problem analysis,comparative analysis and demonstration,theory combined with practice,etc.,from the perspective of public services,analyzes and studies the current status of maritime informatization construction and service informatization in China.There are many problems in informatization,which are mainly manifested in two aspects,that is,insufficient support for internal(inside the maritime department)and insufficient external(social public)service level.This article analyzes the reasons for the problems from serious barriers to sharing maritime information resources,gaps in the legal system and scientific planning,weak maritime service concepts,inadequate coordination mechanisms between departments,and lack of performance evaluation.Based on the experiences and practices of countries and regions,and combined with China's basic national conditions at the current stage,five countermeasures have been proposed to improve the level of informatization of maritime services in China:strengthen awareness of informatization of maritime services and establish a unified national maritime comprehensive information service Platform,improve China's maritime service informatization system,improve the informatization service construction guarantee system,and establish an evaluation system for public participation.Maritime Safety Administration of the Ministry of Transport is currently planning the construction of a new maritime information system,and the author strives to play a positive role in improving China's maritime informatization construction and improving the maritime service informatization level through research.The research will help meet the urgent needs of external and internal maritime information services,and enhance the satisfaction of maritime management organizations within maritime system and the society.
