Study On Public Participation In Urban Environmental Sanitation Governance

In the new context of social governance,public participation is an important responsibility of citizens in modern society.Actively constructing the urban environmental sanitation governance mode with public participation as the approach is an important institutional innovation in the practice of urban environmental sanitation control.And it is the realistic path to democracy.In recent years,with the continuous development of social economy,the rapid development of city urbanization,the improvement of society civilization and enhancement of citizens’ environmental awareness,people begin to call for high quality environmental sanitation.The new combination of factors include that the dispersion and circulation of pollution sources are difficult,to strengthen the source of governance and supervision,on the basis of improving the personal quality of citizens,from the impact of the citizenization of farmers as the constraint point and so on.They all pose a more challenging problem for the current environmental health administration.Environmental sanitation management is a systematic and complex project.Relying on the strength of the government is difficult to achieve the desired effect and the goal of governance.And the application of market-oriented model has eased some pressure on governance,but there is still a big gap from the ideal environmental sanitation governance,and because both the government and the market,there is a "failure" phenomenon.As a public product,environmental sanitation,such as externality,non competition,non exclusiveness and so on,also determines that the plural subjects should be carried out in a cooperative way.Combined with the “leadership of the party committee,government responsible for social management,social coordination,public participation” in the new tone city governance pattern,the paper put forward the new governance model proposition that public participation in urban environmental sanitation governance.Taking Y city of Shandong Province as a case,it cardings the public participation in environmental sanitation governance in Y City by an organic combination of theory and practice.And it analyzes the current situation and existing problems of public participation in environmental sanitation in Y city of Shandong Province.Combining with the reality and value of public participation in environmental sanitation governance in Y City,it thinks deeply,and then find a more targeted solution in the theoretical and practical aspects.This paper firstly points out the research significance of the problem involved in the city environmental sanitation public governance,systematically reviews the research status of public participation in environmental sanitation governance at home and abroad and points out the research framework,research methods and innovations.Then it mainly explains the definition of urban sanitation,the scope of public participation,the environmental sanitation governance,the public participation,the main body of environmental sanitation governance and the role orientation,the environmental sanitation treatment and the type of public participation,and take the new public management theory,good governance theory,stakeholder theory and participation theory as the theoretical basis of this article.Next,it analyzes the difficulties,priorities,starting points and control points of public participation in urban environmental sanitation,and points out the value of public participation in environmental sanitation governance.According to the actual situation public participation in urban environmental sanitation governance of Y City,it makes an objective analysis of the problems of public participation in environmental sanitation governance.The fifth part is based on the objective reflection of Public participation in environmental sanitation governance in Y city,thinking about urban environmental sanitation governance,high quality participation,public participation platform and the successful experience of foreign countries.And it puts forward corresponding suggestions and countermeasures from three dimensions that the top-level design and system the public norms,individuals,social organizations,and it is of the essence.Finally,it is the conclusion and outlook.It summarizes the public participation in environmental sanitation governance model,summarizes the above empirical analysis,and looks forward to the related issues.
