The construction of urban underground integrated pipe gallery is one of the effective measures to promote the urbanization process,and is an important part of realizing the scientific,intensive and informatized management of urban engineering pipelines.In recent years,China's large and medium-sized cities have successively carried out planning and construction of urban underground integrated pipe corridors.Due to the huge investment in the construction of underground integrated pipe corridors,it also involves the professional planning of various engineering pipelines in the city,as well as the impact and coordination of existing facilities and ground transportation,The project of a specific integrated corridor project needs to be based on scientific comprehensive assessment theories and methods.Based on the decision-making needs of urban underground integrated pipe gallery construction projects,the paper discusses the characteristics of urban underground integrated pipe gallery construction and the evaluation theory and method of integrated pipe gallery construction project.Through literatures review and collection and analysis of engineering data,the paper expounds the characteristics of urban underground integrated pipe gallery construction project,and analyzes the necessity,technical difficulties and investment and financing characteristics of integrated pipe gallery construction.Using the project management and decision theory,the paper discusses the composition of the urban underground integrated pipe corridor construction decision system,namely:(1)project decisions must be based on project evaluation;(2)the decision-making system of the underground integrated pipe gallery mainly includes the analysis of decision-making factors at the economic level and the analysis of decision-making factors at the technical level;(3)the decision-making factors at the economic level mainly consider the cost and benefit of the construction of integrated pipe corridors.The technical aspects mainly consider the technical feasibility and technical risks of the construction of integrated pipe corridors;(4)the relationship between economics and technology that promotes and restricts each other to a certain extent should be considered.Based on the theory of the engineering projects management and the characteristics of the integrated pipe gallery construction,the paper analyzes the main contents and index system of the comprehensive evaluation of the integrated pipe gallery construction project.The main contents and methods of technical economic evaluation are expounded,and the feasibility of using literature review method for sea selection evaluation indicators is discussed.On this basis,the paper proposes a specific comprehensive technical evaluation method for pipe corridor technology,namely: combining the characteristics of urban underground integrated pipe gallery construction,project decision-making and management status,using AHP to screen index factors,and selecting expert survey method and mathematical statistical method to determine the technical and economic evaluation indicators of urban underground integrated pipe gallery construction and each The relevant weight of the indicator.According to the requirements of the comprehensive evaluation system of the project,the paper also carried out the research on the risk assessment of urban underground integrated pipe corridor.Firstly,the theoretical analysis methods and characteristics of urban underground integrated pipe gallery construction project management risk are summarized.Combined with the characteristics of urban underground integrated pipe gallery construction project,the risk evaluation index and index weight are determined by analytic hierarchy process,and the project risk content is proposed.Relevant control and response measures.Taking the underground comprehensive pipe corridor project of the Central District of Deyang City,Sichuan Province as an example,according to the decision-making and comprehensive evaluation system of the integrated pipe corridor project constructed in this paper,the theoretical basis is The case city development planning,natural,social and economic conditions were analyzed,and the indicators and weights of technical economic evaluation and project risk evaluation of the case city underground integrated pipe gallery construction project were established.Through the calculation and analysis,the feasibility and operability of the evaluation system are verified.
