With the continuous development of urbanization,the urban population has increased dramatically,and the demand for municipal pipelines has also increased.In order to meet people's needs,the urban infrastructure pipeline network is constantly expanding and rebuilding.Pipe laying and maintenance lead to repeated road excavation.The underground integrated pipe gallery can distribute all the pipes in the underground public tunnel space,which can effectively solve a series of problems such as resource waste,traffic congestion and environmental pollution caused by traditional pipe laying.However,the initial investment in the construction of integrated pipe corridors is huge.Relying solely on government investment and construction will only increase the government's financial pressure,which limits the growing situation of building and promoting integrated pipeline corridors.Under this circumstance,the government will introduce the PPP model into the construction and operation of the underground integrated pipe gallery,so that the social capital party can be integrated into the investment and construction of the integrated pipe gallery,which can well solve the investment problem of the pipe gallery construction and operation and alleviate the problem.At the same time,the government's financial pressure can also improve work efficiency and reduce costs.The state carried out the pricing study of the PPP project of the urban underground integrated pipe gallery,and explored the policies and standards of the PPP project pricing model for the underground integrated pipe gallery under the PPP model.However,there is no uniform charging standard.The mechanism optimizes the charging standards for the integrated pipe gallery PPP project and promotes the rapid development of urban underground integrated pipe corridors.Firstly,by analyzing the investment operation of underground integrated pipe gallery at home and abroad,combining with domestic and foreign experts and scholars to study the status quo and PPP mode of underground integrated pipe gallery,the pricing method is pointed out.The charging mechanism for the underground integrated pipe gallery is still in its infancy.Secondly,the concept,advantages and construction necessity of the underground integrated pipe gallery are compensated.The underground comprehensive pipe gallery is analyzed,and the economic attributes of quasi-public goods,positive externalities,natural monopoly and quasi-operation are obtained.At the same time,the concept and advantages of the PPP model are combined,and the feasibility of replacing the PPP model with the underground integrated pipe gallery is analyzed.From the aspects of policy,benefit,financing and management,it is feasible to use PPP mode instead of underground integrated pipe gallery.Then,the pricing of the urban underground integrated pipe gallery,the various objectives of the pricing entity and the impact between the objectives are analyzed.On this basis,the pricing principle of the underground integrated pipe gallery PPP project is formulated,and the traditional charging methods are compared and analyzed.By analyzing the influencing factors of PPP project charging pricing in urban underground integrated pipe gallery,multi-objective planning is used to solve the applicability,principle conversion method and pricing steps of underground integrated pipe gallery pricing.A comprehensive,scientific and reasonable system based on multi-objective planning has been established.The PPP project charging pricing model of urban underground integrated pipe gallery,and NSGA2(elite sequence non-dominant sorting genetic algorithm)is selected to solve the model,and the optimal solution set is obtained to satisfy the Pareto optimality to the greatest extent.The formulation of charging standards is more scientific and reliable.Finally,taking the integrated pipe corridor project of Qingdao Zhongde Ecological Park Park No.4 Road as an example,a multi-objective decision-making model is established by transforming the respective goals of government,social capital and pipeline units.Transform the model with NSGA2 and convert it into a set of best solution sets.Then choose it to maximize social welfare,and the pipeline unit itself reserves the cost to solve the optimal charging target.Taking the optimal solution set of social welfare maximization as an example,the pricing results of optimization calculation are analyzed.The scientific rationality and practical reliability of the PPP project charging model of the urban underground integrated pipe gallery is verified.Thecountermeasures for pricing the PPP project of underground integrated pipe gallery are proposed,which is conducive to the healthy development of urban communities.
