| The construction demand of urban underground comprehensive pipe gallery in China is particularly urgent,in the context of rapid urbanization.In recent years,the construction of the urban underground pipe gallery shows a tendency of vigorous development and obtained the good result with the rapid development of economy and technology under the background of national policy support.Nevertheless,in the face of the high cost of the construction of comprehensive pipe gallery and the huge investment needed for operation and management,the traditional construction and operation mode will inevitably aggravate the pressure of local finance.The application of PPP mode has become a hot spot in the current comprehensive pipe gallery because it can optimize the allocation of resources and relieve the huge pressure faced by the government finance.However,Chinese comprehensive pipe gallery PPP project started late,and lack of experience,which makes the risk control of such projects not accurate enough.Therefore,it is of great research significance to accurately and comprehensively identify and quantitatively evaluate the risks of urban underground pipe gallery PPP project,which is one of the keys to the success of such project.There are many risk factors that affect the PPP project of comprehensive pipe gallery.In order to identify the risk factors accurately,this paper firstly systematically reviews the relevant research of PPP project risk assessment,defines the related concepts involved in the risk assessment of comprehensive pipe corridors,and defines the meaning of the comprehensive pipe corridors and PPP projects.This paper preliminarily by the method of subjective and objective,literature and based on system management perspective summed up the urban underground pipe gallery PPP project risk index of the original risk factors of listing,according to the result of a questionnaire survey of risk list to revise,will arrange good high-frequency risk list using the ABC analysis method to select the relative important indicators of risk,The final risk assessment index system is obtained.This paper integrates the subjective and objective perspectives,AHP method was selected to determine the weight,and entropy weight method was used to modify the weight.The calculation results of the two methods are combined with the additive weighting formula to obtain the final weight of each risk evaluation index.After comparing the characteristics of common risk assessment models,the author chooses the matter-element extension model.Because this model can solve the contradictory problems well,this model is chosen as the risk assessment model of the comprehensive pipe gallery PPP project.Selection of baotou city new metropolitan region comprehensive pipe gallery PPP projects for empirical research object,further verify the feasibility of the model.AHP and entropy weight method combination empowerment results showed that primary index of political risk,preliminary planning risk,financial risk are on the top three elements.The secondary indicators of government decision-making errors,planning and design,financing risk,project examination and approval delay,inflation and other factors on the project,should pay attention to risk control.Adopting matter-element extension model for evaluation of baotou city of the PPP projects of urban underground pipe,according to the results of the maximum membership degree principle to get the project risk rating of general risk.Finally,in view of the urban underground pipe gallery PPP project risk evaluation,the result of the various aspects of solving measures are put forward and relevant Suggestions. |
