| Nowadays,under the background of China's new urbanization,the construction of infrastructure hasshuin the research of Comprehensive Pipe GalleryThe Comprehensive Pipe Gallery has created an underground tunnel space integrating various pipelines such as electricity,heating,gas,communication and water supply and drainage,which has injected new power into the construction of new intensive towns.Based on the government's support for the PPP operation model,the Comprehensive Pipe Gallery collided with the PPP model,and combined together,so the PPP project of the comprehensive pipe gallery ushered in new opportunities and challenges.Using of the PPP model makes social capital reduce the financial pressure of the government to a great extent;the social capital party participates in the whole life cycle stage of the project,which means that the social capital party has assumed more responsibilities and risks.Therefore,based on the perspective of social capital,this study identifies and evaluates the risks faced by the PPP project of the comprehensive pipe gallery,and puts forward corresponding countermeasures.Firstly,from the perspective of social capital,basing on the method of literature research by Citespace 5.0 and questionnaire,this study identifies the list of risk factors and establishes the risk evaluation system of the PPP project of the comprehensive pipe gallery,which is composed of six first level indicators,including political and legal risk,planning risk,financial and economic risk,operation and maintenance risk,construction risk and transfer risk,and 33 secondary indicators.Secondly,through the questionnaire survey,analyzing the reliability and validity of the questionnaire data based on spss25.0,and then establishing the SEM model of the risk assessment of the PPP project of the comprehensive tunnel based on amos23.0,determining the index weight of influencing factors of the risk.The results show that the political and legal risks that have a greater impact on the PPP project in the first-level indicators,followed by construction risks and planning risks,followed by financial and economic risks,operation and maintenance risks,and transfering risk,which has smaller impact of the on the risks of the PPP project of the comprehensive pipe gallery corridor r.Then construct the membership matrix of the risk factors through the scoring method of experts,and quantify the risk level of the project by using the method of fuzzy comprehensive evaluation.The results show that the risk level of the project is higher than usual.The rating and risk level of each risk classification of the project: and political legalrisk level which is higher than usual;construction risk level which is nearly general;planning risk level which is slightly lower than usual;financial and economic risk level which is much lower than usual;operation and maintenance risk level which is much lower than usual;transfer risk level which is lower.Finally,according to the index weights determined by SEM and the results of fuzzy comprehensive evaluation,propose corresponding countermeasures to each risk factor of the PPP project of the comprehensive pipe gallery.Responses to political and legal risks include improving relevant laws and regulations,hiring professional legal advisers,supporting policies issued by the government,and standardizing approval procedures,etc.;response to construction risks include providing quality guarantees,optimizing construction technical solutions,signing fixed-price contracts,and reasonably reversing schedules;Responses to planning risks include consulting experts,rational use of insurance and guarantees,coordinating government formulation of demolition compensation standards,establishing internal and external information exchange systems,etc.;financial and economic risks include stipulating the scope of inflation adjustment,setting interest rate ceilings,adopting flexible adjustments,and formulating funds Usage plan,and so on.;Operation and maintenance risk response includes signing a compensation guarantee agreement with minimum fee protection,clarifying the operation and maintenance cost pricing mechanism,and fully conducting market research,and so on;Handover risk response includes clarifying quality acceptance criteria,implementing evaluation of project residual values,performing functional tests on project performance,and performing maintainability tests on project entities,and so on. |
