Research On Risk Management Of PPP Project In T City Underground Integrated Pipe Gallery

With the rapid development of China's economy,the problem of "zipping on the road" has become increasingly serious in cities,and the city's underground general gallery has gradually become a new choice in the new era.As an important part of urban infrastructure construction,the city underground integrated pipe gallery project is a long-term project with a large investment.It simply has to rely on the financial support of the government to have its own drawbacks,in order to solve the funding gap and improve the construction efficiency in the basic implementation field.China began to explore the use of PPP model for the construction of urban underground comprehensive pipe project financing.The city underground comprehensive pipeline PPP project,like other projects,has an important issue of risk.Not only that,the integrated pipeline PPP project usually has a long construction and operation cycle,and the investment scale is huge,so the risk factors involved are particularly numerous.How to carry out targeted project risk management has become a problem to be solved.Therefore,it is of great practical significance to analyze and research the risk management issues of urban underground comprehensive pipeline PPP projects.Firstly,this paper defines the related concepts,clarifies the meaning of PPP project,and combs the current research situation at home and abroad.Secondly,it identifies and analyzes the potential risks of the PPP project in urban underground comprehensive pipeline.Thirdly,on the basis of risk identification,AHP is combined with multi-layer fuzzy comprehensive evaluation to evaluate the related risk factors.Finally,according to the research results,the rationalization countermeasures and Suggestions are put forward.Based on the risk identification,the thesis has obtained the most important 21 risk factors that affect the underground integrated pipe corridor PPP project in T city.It uses the analytic hierarchy process to obtain the weight,and combines the multi-layer fuzzy comprehensive evaluation method to carry out the final evaluation.It shows that government credit is the primary risk factor faced by the TPP underground comprehensive pipeline PPP project,and its project risk level is below the middle level.In addition,the Bank formulated targeted and appropriate coping strategies to provide reference for investment decision-making in urban underground comprehensive pipeline PPP projects.
