As new concepts of infrastructure and government financing,the combination of urban underground pipe gallery and the PPP(Public-Private Partnership)mode provides a new direction for urban construction in the process of rapid development in Chinese infrastructure construction.The PPP mode has provided a new way of financing for the government,which can reduce financing cost,improve the technology of construction,and flexibly match the construction and operational deadlines at the same time.It also created new opportunities for private sector to participate in infrastructure projects,which can obtain stable returns,as well as break a new way in the bottleneck period of infrastructure construction.But at the same time,as a new financing mode explored by Chinese government and enterprises,urban underground pipe gallery based on PPP mode faces many risks in the planning and construction stages,including macro level risks(such as policy risks,legal contract risks,economic risks,etc.),as well as micro level risks(construction risks,operation risk,cooperation risks,etc.).Therefore,in order to carry out urban underground pipe gallery based on PPP mode smoothly,it is necessary to strengthen the risk management and avoid risks affecting the progress and effect of the project as far as possible.Starting from the analysis of risk management theory,based on the research results of PPP projects at home and abroad,this thesis analyzes the characteristics of PPP project participants and cooperation modes,and constructs a preliminary list of risk factors based on the research of PPP project experience and the basic situation of urban underground pipe gallery in block H.According to the preliminary list of risk factors,Delphi survey method was used to solicit professional opinions from various fields,and the key risk factors were screened out.Then the fuzzy comprehensive evaluation method(AHP and saaty1-9 scale method)is used to evaluate the importance of key risk factors,and the ranking of risk factors is obtained,Finally,according to the characteristics of the risk factors of the project,this thesis puts forward the risk sharing and response measures,in order to provide some suggestions for the smooth progress of the project.The research on risk management of this project can enrich the theoretical research results of PPP project risk management,as well as provide reference for the operation and management of the project,save the project risk management cost,and improve its social impact and economic benefits.
