| With the acceleration of urbanization in China,urban underground comprehensive Corridor project has gradually become a key project to stimulate social capital investment and create a new driving force for economic development.Its social and economic benefits are obvious in all aspects,and its development prospects are very broad.However,from the current situation,the construction of urban underground comprehensive pipeline corridor in China is still in the initial stage of development,facing many problems,such as huge demand for project construction funds,imperfect operation and management mechanism,complex operational risks,lack of mature cases for reference,etc.It is difficult to solve these problems only by government power,and it needs to stimulate investment vitality in the social field to drive them.Social capital,especially the state-owned enterprises with strong competitiveness,provides a rare opportunity.Therefore,the main purpose of this paper is to establish a set of scientific and effective construction and operation management model for urban underground comprehensive pipeline projects with certain conditions.This paper adopts the methods of literature analysis,inductive analysis,model research,etc.,and takes the problem as the orientation,carries on the analysis and research from the concrete project,carries on the comparative demonstration and analysis with the examples,tries to solve the problems in the current urban underground comprehensive corridor construction process,and explores a more reasonable and efficient PPP operation mode.This paper has carried out some valuable research,to a certain extent,enriched and improved the basic theory and research system of PPP mode selection,economic evaluation,risk management of urban underground comprehensive pipeline project,expanded the application scope of PPP mode,and provided a solution for the implementation of similar projects,which has certain reference significance and reference value. |
