With the increase in the demand for urban infrastructure construction and the introduction of relevant national assistance policies,the underground comprehensive pipe corridor that can avoid the "ripping of the city" and effectively improve the city’s resilience ushered in its construction and development boom.However,its early construction capital needs are large,and it relies entirely on state finance,which will reduce the efficiency of public infrastructure construction.In recent years,in order to improve the public service level of the public,the state has adopted the PPP model and actively attracted the participation of social capital through the return mechanism.Moreover,with the advent of the construction boom,governments at all levels have only paid attention to the risk problems during the construction period,but the excessive investment in the early stage and the change of income in the later stage still pose a great threat to the later operation of PPP projects.For the private parties,the long franchise period brings too many variables to the project operation,so the identification of relevant risks and the formulation of relevant measures in advance are of great practical significance to promote the high-quality operation of the underground comprehensive pipe gallery PPP project.Based on literature research,this paper mainly introduces the PPP model,the relevant concepts,current situation and operational risk analysis of underground comprehensive pipe corridors.Taking the KM A comprehensive pipe gallery PPP project as the research object of case analysis,the risk index system of 1 target layer,6 criterion layers and 25 index layers was finally constructed,and the analytic hierarchy method and fuzzy comprehensive evaluation method were adopted to evaluate the operational risks of the project,and relevant countermeasures were proposed for the specific risks.The research conclusions indicate that:(1)Operational management risk is the highest risk indicator in the criteria layer,and in the indicator layer of operational management risk,failure to pass operational performance assessment is a high risk,affecting the level of risk in the entire indicator layer.Therefore,more attention should be paid to the impact of operational performance assessment on operations;(2)Due to the long franchise period of PPP projects,there are many variables in the project,which may lead to the disappearance or generation of a certain risk.Therefore,implementing dynamic risk monitoring is particularly important;(3)Based on the calculation results of risk levels of risk indicators at all levels of hierarchy,targeted measures are proposed to effectively prevent and control the risks of the project during the operation period.Finally,by constructing a project operational risk evaluation model to evaluate the operational risks of the project,a relatively complete theoretical system has been formed to some extent,facilitating the analysis and control of operational risks of the same type of projects,enriching theoretical knowledge related to the operational risks of the underground comprehensive pipeline corridor PPP project,and providing certain theoretical support for the construction of urban infrastructure.
