| Since 2004,the central government has issued 16 consecutive no.1 documents focusing on "agriculture,rural areas and farmers",fully demonstrating the great importance attached by the Chinese government to the development of agriculture and rural areas.At present,in the mining areas with unbalanced and inadequate development,the fierce conflicts between mineral exploitation and local rural development have begun to receive attention from the academic circle.In order to effectively solve these problems,explore the unique mechanism of rural development in mining areas,coordinate and resolve the contradictions in mining areas,and realize the sustainable development of rural agriculture in mining areas.In a combination of field research and literature review,the paper analyzes and summarizes the impact mechanism of mining activities on the rural areas of mining areas,based on the theory of sustainable development,multi-functional agriculture theory,agricultural location theory.Then selecting representative impact factors from the impact mechanism,combining the academic research on the sustainable development of agricultural and rural areas,constructing a rural SARD evaluation index system with certain universality,and quantitatively evaluating the current development status of agricultural and rural areas in the study area.Finally,based on the evaluation results and summarizing the difficulties faced by sangshuta village,the planning strategies for the sustainable development of agriculture and rural areas in sangshuta village were proposed from the perspective of industrial development and construction guidance.The main conclusions are as follows:(1)Through the combination of literature review and field investigation,the rural development process of mining areas in China is divided into four stages: natural development stage,single operation stage,multiple co-existence stage and standardized operation stage.The impact of mining activities on farmers is reflected in the inconvenience of daily life and the unsustainability of livelihood.The impact on agriculture is land abandonment and wasteland and scarce agricultural production resources.The impact on rural areas is manifested in the cold desertification of rural social relations and the fragmentation of rural culture.(2)The evaluation indicators were selected from the rural influence mechanism of mining areas analyzed and summarized.Then,based on the domestic SARD evaluation research foundation,the DPSIR model was used as the evaluation framework to select 24(3)indicators suitable for the evaluation of rural SARD level in mining areas.Finally,the rural SARD evaluation index system with certain universality was established.(4)The SARD evaluation results of sangshuta village show that the overall SARD score of sangshuta village is low,in an unsustainable situation and in urgent need of change.Among the evaluation indicators,the score of response index is lower than expected,which means that the lack of measures to deal with mining disturbance is an important reason for the unsustainable development of agriculture and rural areas in sangshuta village.(5)The planning of rural problems in mining areas has its particularity,and its essence is the lack of development power caused by the imbalance of village industry.In order to solve the problems of agricultural and rural development in sangshuta village and provide case references for other types of rural planning in mining areas,this paper proposes ideas and plans for the future industrial development of sangshuta village based on the principles of ecological priority,people-oriented and industrial support,and proposes corresponding village construction planning strategies based on industrial development strategies. |
