Study On Rural Revitalization Planning "industry-village Integration" Under The Perspective Of Xuanhan Low Mountain And Shallow Hill Area

In October 2017,General Secretary Xi Jinping declared in the report to the 19 th National Congress of the Communist Party that the implementation of the "Rural Revitalization Strategy" will be implemented to raise rural revitalization to a new strategic height.After more than two years of exploration that great progress has been established in rural revitalization planning and construction in various regions.However,rural development in my country,especially in the western mountainous areas that they still face issues like lagging economic development,deteriorating ecological environment,declining village landscape,and loss of regional culture.Within the development of rural areas in different regions that there is an urgent demand for specific and suitable planning and development ideas.This paper begins with the low mountain and shallow hill area of Xuanhan as the study object,then takes the idea of development from industry-village integration as the beginning point of research the development path of rural revitalization planning.By the interpretation of the connotation of the rural revitalization strategy and the theory of industry-village integration,an overview of relevant research and development,then the analysis of the relevant cases,it is believed that the rural revitalization strategy and industry-village integration are in the economic,landscape,human settlement,cultural,and ecological aspects of rural development and a close inner connection existed in here.The purpose of industry-village integration is in line with the 20-character policy of the rural revitalization strategy.Both of the centers on rural economic development,coordinating the overall development of human settlements,ecology,culture,and governance,and are coupled with each other in development concepts.In this case,planning for rural revitalization from the perspective of industry-village integration has strong analysis significance and feasibility.Process the analysis of the rural characteristics from the Xuanhan low mountain and shallow hill area,which figure out that the region has superior agricultural planting conditions,rich landscape resources,and profound human history.Nevertheless,the constraints of geographical conditions lead to fragmented agricultural layout,weak industrial integration,lagging landscape ecology,and geographical location.The lack of culture seriously limited the construction of rural revitalization.Based on the development ideas of industry-village integration,then combined with regional conditions,corresponding planning strategies are proposed for various problems: deep cultivation of local characteristic industries,promotion of agriculture-tourism integration,construction of an industrial chain of tourism and leisure agriculture,and transformation of village features.In Xuanhan low mountains and shallow hills that the specific planning measures for rural revitalization were proposed from five aspects: industry,tourism,landscape,human settlement,and ecology.In the end,by analyzing the original case from the rural revitalization plan of Nanzishan in Juntang Town of Xuanhan,the in-depth discussion of the rural revitalization planning and development mode of Xuanhan low mountain and shallow hill area from the viewpoint of Jingcun integration.The main point based on the rural development layout model acclimated to local conditions,reasonable industrial and tourism development planning,unifying the transformation of the rural landscape,perfecting the industrial chain,and build up a scientific and long-term governance system.
