Since Reformation and Open policy came into being, cities have been the focusof the China’s strategy for economic developments and as a result, the cities havetaken on an entirely new look nowadays. Due to the long-term neglect of economy inrural area, however, the gap between urban-rural areas (duality structure)has presented a tendency of escalation, which has caused significant issues in manyrespects. In Oct.2003, the policy of Five Overall Plans was brought up by thegovernment in the3rd Session of the16’s CCP Congress which put the overall plan forurban and rural development top and increases policy supports and the fund input forrural areas. With the increased efforts to promote the development in rural regions,the rural area in eastern China has made a blooming economic development by the aidof well-developed economies in the neighboring cities and the advantages of its richnatural resources as well; while the rural regions in western China still remains poorsubjected to some unfavorable factors which are undeveloped local economy,remoteness of its locations and adverse natural conditions.In this study, a village named with Hongshuiquan located in the suburban hillyarea of Qinghai Province is taken as the research object. Living style and productionmethod in the village are still quite primitive and backward due to its severeatmospheric condition, the remote geographical position and its lack of externaldriving force for development. Urbanization development increases rural–urban laborpopulation migration, which gives rise to a series of problems regarding rural-area-population, rural-land-property and rural industries. It is clear that in thepresent process of rapid urbanization, the mode of the production and living style inthe far west rural regions needs to be adjusted urgently to balance the urban and ruraldevelopment.The Research of this paper stands on the Urban-rural Integrated DevelopmentPolicy, relies on the original resources of H-Village, and proceeds with industrialdevelopment to propose program patterns of people and land transfer, industryreformation, and spatial planning. In the first part, this paper studies the urban-ruraltheories and the current situations of rural development both domestic and abroad,and points out the defects in current program and gives suggestions accordingly. In thesecond part, this paper displays the living reality of H-Village through the studies ofits resources, population, land and industries, to uncover the vicious circle of itsdevelopment. In the third part, based on the investigation of the problems lying in allaspects of population, land, and industrial structure and so on, this paper lays thetheoretic foundation for proposing the planning strategies of H-village by theoreticalstudy and practical research of many respects involving the rural–urban populationtransfer, the agricultural development on the semi-drought Loess Plateau, and thedevelopment of rural tourist resources. In the fourth part, this study attempts toresolve the problems of population transfer and land waste in H-village by the methodof rural-land-circulation according to the principle of urban-rural complementation.Considering its original resources and current development conditions, we proposethe new model of agro-ecosystem oriented on circular economy, that is,"religion,modern agri-tourism, sheep-breeding industry, and selenium-rich ecologicalagriculture." With the principle of integration of production and life, this study aimsto construct a development mode of the spatial planning in H-village by establishingindustrial planning spatially. In the fifth part, based on the above studies, this papermakes some practical exploration and proposes the urban-rural integrated developmentplan of H-village. Based upon the discussion above, the following conclusions arereached:1. From the perspective of overall urban-rural development, to adjust theagricultural industrial structure and establish the industrial mode of circular ecologicalagriculture by relying on its original resources of the Village is the effective measures to solve the industrial development problem of the H-village;2. To deal with thecomplex problem of rural population transfer of the H-village through the measures ofcombining the stabilization of rural population with the urbanization;3. Multiple andintensive utilization of rural land resources to be the main method to resolve theproblem of land waste in H-village.
