The rapid growth in energy demand due to the economic development results in short energy supply all around the world.As the increased smog and greenhouse gas emissions caused by the traditional energy sources,study on the peaceful use of the nuclear power becomes very important.For developing the advanced nuclear power industry,China has strategized about the introduction,digesting,absorption andre-innovation of the third-generation nuclear power technology AP1000.AP1000 nuclear power plant introduced from US Westinghouse Co.,Ltd.employs the concept of passive safety design and modularization,and has the advantages of higher-level safety and shorter construction time as compared with the second-generation nuclear power plant.Since the AP1000 projects launched in Sanmen,Zhejiang and Haiyang,Shandong are the first applications of third generation nuclear power technology in the world,there are some actual problems such as immature design technology and less construction experience.Shandong Nuclear Power Equipment Manufacturing Co.,Ltd(SNPEMC),as the equipment supplier of AP1000 projects,mainly manufactures containment vessels,integrated head packages,mechanical modules,structural modules,air baffles and so on.it also suffers difficulties in purchase,delivery and quality-controlling of the raw materials during the manufacturing process of these products at the first time.The purchase of the raw materials and the relevant purchase management can directly influence the success or failure of the project,and concern the competitive advantage and market share of the third-generation nuclear power projects,determining the future of the AP1000 projects.Based on the extensive reading of the related literatures and imbibing the formers' research experience,the research framework of the risk controlling of the purchasing process of the raw materials in the AP1000 project of SNPEMC is established by using the theory of risk management.In this study,for the existing problems,the expert brainstorming is adopted to recognize the risk of the purchasing process of the raw materials and then identify the risk list.In the risk assessments,combining the quantitative and qualitative analyses,we utilize the expert grading method to score the recognized risks in three basic dimensions,simultaneously use the two comprehensive evaluation indexes to sort the risk ratings,and then analyze the results and origins of the high-level risks.According to the origins of the risks,the risk control modes and implementation countermeasures of the SNPEMC's purchasing management are constructed and the risk control matrix is established in the risk control strategies.In the implementations of the risk management,we complete the management platform of the purchasing information through re-engineering the corporation,establish and consummate the supply chain system,train qualified suppliers,sign the purchasing frame agreements of joint research and win-win cooperation,and so on.At last,we demonstrated the validity and scientificity of risk-controlling scheme on the raw material procedure management via verifying and evaluating the implementation results,and this will provide guidance for the purchasing of other raw materials of the AP1000 project.
