Industry dominates the national economy,and the development of the secondary industry is an important guarantee for building a well-off society in an all-round way and realizing the great rejuvenation of the Chinese nation.With the pace of reform and opening up continues to accelerate,especially since the 18th National Congress on the supply-side reformrequirements and the implementation of the Belt and Road strategy,China's industrial enterprise layout also closely cooperate sitinally with national policies,in the numerous project management how to better identify risks and respond to risks,for the implementation of key investment projects has been an important issue.Based on the risk management of nuclear power construction projects as an example,this paper describes the development background of X nuclear power projects,uses the theory of risk management,based on hierarchical analysis and fuzzy comprehensive evaluation method,correctly identifies risk factors,establishes the risk evaluation system of nuclear power construction projects,and studies and analyzes the risk types of nuclear power projects.Combined with the specificity of nuclear power itself,risk management focuses on construction,policy,management,finance,environmental protection and business risks.The purpose of this paper is to apply the method and framework of risk management to the practice of nuclear power investment projects by linking theory with practice,so as to provide theoretical and practical guidance for the establishment of risk management system for nuclear power project construction.First of all,this paper summarizes the relevant literatures on the formation of project management and risk theory,and takes the particularity of the nuclear power industry as the starting point while studying the combination of theory and practice at home and abroad.This paper introduces the basic situation of X nuclear power project,analyzes the complexity of the project,and summarizes the characteristics of the nuclear power project.Secondly,the paper identifies the risk of the project based on risk management,and analyzes the main types of risks,such as construction risk,policy risk,management risk,environmental protection risk,financial risk,business risk,etc.In order to establish the risk assessment index system according to the results of previous research and the opinions of expert evaluation.A specific assessment of the risks of the project.The risk evaluation model of X nuclear power project is constructed by fuzzy evaluation method.And through this model,the "higher" risk results are obtained.The results of risk evaluation are analyzed comprehensively,and the types of analysis categories need special attention are identified according to the evaluation results.Construction,management and financial risks need to be paid attention to in this article.Finally,according to the conclusion of risk evaluation,this paper needs to focus on how to prevent the risk and put forward its own solution.For example,financial risks should be made in full-cycle scope to do investment and progress control to prevent actual investment beyond the estimates,do a good job of financing planning to improve the efficiency of the use of funds,reduce the expenditure of financial expenses.Construction should be done before the construction of planning,make full use of the experience feedback mechanism.Management of the owner side to bear the main responsibility,the owner,the general contractor and the construction side of the three-level linkage.The comprehensive research shows that the research on risk management of this project can promote the establishment of risk assessment system of nuclear power construction projects,and provide a reference basis for the analysis of nuclear power risk of other enterprises in China.For the power industry to promote and develop the industrial upgrading.
