| In recent years,the rapid development of my country’s economy and the increasing of energy demand has caused thermal power,hydropower,and wind power each have their own weaknesses from the perspective of environmental protection,economic costs,and development space.Under this context,nuclear power has fully demonstrated its advantages and has broad prospects for development.On the one hand,the catastrophic consequences of the events at Chernobyl and Fukushima have kept the public skeptical about the operation of nuclear power plants.If a leakage accident occurs in a nuclear power plant,the radioactive material will seriously affect the function of the body,which may cause irreversible serious consequences.On the other hand,the construction and operation of a nuclear power project is costly,requires a large investment,and has a long construction period.If the assessment fails and the construction is rushed,problems will inevitably arise during the operation of the nuclear power plant.Therefore,it is necessary to comprehensively analyze the risk factors of nuclear power plants and formulate risk control measures before the construction of nuclear power plants.This dissertation takes the construction of the high temperature gas-cooled reactor project of Shidao Bay Nuclear Power Station in Rongcheng City as the research blueprint,and investigates the construction situation,technical conditions,capital investment,staffing and other information of the project.In addition,this dissertation also fully absorbs the research results of risk factor analysis,risk response scheme and risk management theory of similar projects at home and abroad.On this basis,made use of brainstorming method and Delphi method,combined with the actual situation of the project,the risk factors in the process of construction and operation of the project are analyzed from the aspects of policy risk,management risk,ecological environment risk,operation risk,business risk,security risk and so on,and the risk evaluation index system is established.Finally,the index system is used to establish a comprehensive risk evaluation model,the project risk is evaluated by using the hierarchical analysis method and the fuzzy comprehensive,the project risk level is determined as medium risk,and the risk control measures are put forward according to the risk level classification.This dissertation first evaluated the risk status of the project,and then discussed the application of risk management theory in the actual project.Finally,combined with Chinese and foreign risk management theory,formulated a risk aversion plan and promote the progress of the project,so as to provide practical guidance for the future construction of hightemperature gas-cooled reactors in many coastal areas. |
