A Study On Government' S Role In Fuqing Urban Sewage Disposal System Under PPP Mode

With the accelerating process of industrialization and urbanization,people's material living standards continue to increase.However,large quantities of untreated industrial wastewater and domestic wastewater are discharged into rivers and lakes,seriously polluting our country's ecological environment,as well as threatening the living and living environment of mankind.Therefore,it is imperative to control water pollution without delay,which is consistent with the concept of speeding up the reform of ecological civilization and building a beautiful China proposed by China at the 19th National Congress.China urgently needs to build a large number of sewage treatment plants to solve the water pollution problem.However,the local governments suffer the problem of lack of funds and experience of constructing and operating sewage treatment plants.The introduction of PPP mode in sewage treatment can effectively solve the problem of government funding shortage,and at the same time,it has more advantages in terms of technical treatment and service quality improvement.The government is an essential component in the PPP model,which plays an important role in the construction and operation of the project.It even relates to the success or failure of a project.This paper studies the government's role in the PPP model from the government point of view by analyzing example of the Fuqing Sewage Treatment Plant.In this article,we first study large volume of related work,and introduce the relevant concepts and theoretical basis.Secondly,we briefly describe the development status of the PPP model at home and abroad,and analyze the relationship and responsibilities of each participant in the PPP model.Furthermore,we analyze and the potential of applying the PPP model in dealing with water pollution,and the government's role in the PPP model of water pollution treatment through the Fuqing Sewage Treatment Project.We analyze the existing problems and their causes of the Fuqing sewage treatment project from two perspectives,i.e.the government risk sharing responsibilities and supervisory responsibilities.Finally,we propose five suggestions to address the aforementioned problems.
