Study On The Role Of Huadian City Government In Rural Domestic Waste Treatment

Since the reform and opening up,China’s tertiary industry has risen rapidly,and the living standards of rural residents have gradually improved.Compared with the past,the living standards of rural residents have undergone earth-shaking changes,and many local villages are facing the phenomenon of "garbage surrounding villages".On January4,2021,the Central Committee of the Communist Party of China and the State Council promulgated the "Opinions on Promoting Rural Revitalization in an All-round Way and Accelerating Agricultural and Rural Modernization".Article 16 clearly proposed to improve the collection,transportation and disposal system of rural domestic garbage,build a comprehensive disposal and utilization system of organic waste,and improve the management and protection mechanism of rural human settlements and environmental facilities,so as to lay the foundation for creating and building beautiful new countryside and developing rural green activities.In this context,to carry out garbage classification and treatment,rectify the dirty rural environment,change the situation that villagers randomly pile up and treat garbage,and meet the villagers’ longing for a better life,the local government should position its role,adjust measures to local conditions,change its own functions,and explore the rural domestic garbage treatment mode in line with local conditions.Therefore,the research on the role of huadian city municipal government in the treatment of rural domestic waste has not only core theoretical significance,but also practical guiding significance.In this paper,the role of the Huadian government in the treatment of rural domestic waste as the theme,based on the study of regional characteristics,a comparative analysis of the role of the government,rural domestic waste,the concept of rural domestic waste treatment;Based on the research goal,the paper selects the related Theoretical Foundation: The meta-governance theory,the government role theory,the New Public Administration Theory;analyzes the Huadian government in the Rural Domestic Waste Management Role;and uses the questionnaire survey method,this paper analyzes the deviation and reasons of the role of the Huadian government in the treatment of rural domestic waste,and finally probes into the role and countermeasures of the Huadian government in the treatment of rural domestic waste,it concludes that the Huadian government should play a role in the management of Rural Domestic Waste: supervisor,guide,formulator and propagator.
