On The Role Of Local Government In Governing The Waste Electric And Electronic Product

With the increasingly dramatic consumption of China electric and electronic product, the problem of waste of electric and electronic product (WEEP) has arisen, which become a serious threaten to china natural environment and social life. The WEEP is a double-edges sword; on the one hand, it may lead to the pollution problem, on the other hand, it reserves a huge amount of natural resources, both which reflect the great value in recycling and reusing. The WEEP feature including long-term trait, latent trait and concealment trait lead to some practical obstacles in monitoring and evaluating. Thankfully, the severe situation has drawn more attention from the central government attaching with the specific Administrative Regulation. Overall, China’s WEEP governance is lying on the starting line with many blanks and drawbacks.Because of the early starting of economy and society and high level of development of economy and society, WEEP has become a very important issue of environmental governance for many years, and these countries and areas have finished the work of constructing the complete legal system and scientific-useful WEEP retrieving-handling system. Although there exist a distinct difference in condition between China and developed countries, the common disciplines and practices of governing WEEP on no doubt provide good experience for China WEEP governance, which is good for China to find a way to governing WEEP according to the its own condition.Considering the China central government’s infancy of retrieving-handling WEEP and the domestic related academic research, this paper will conduct analysis and statement on the local government’s perspective and try to fill the blank of local governing WEEP; in addition, it will pay more attention on practicality in research content and methods. Specifically, the thesis will circle around the functions and responsibilities of Province government along with the departments inside. It will make an attempt on clarifying the relationship between government and market and locating the roles playing by locate government in retrieving-handling WEEP. The roles mainly consist of secondary director, regulator, rouser and coordinator. Moreover, according to China’s own condition, the article put forward two workable policy assumption including the household appliance ID and deposit system during analysis of the role playing by local government.
