Definition Of The Role Of Local Government In Marine Environmental Protection

The Economic development and environmental protection have always been an important topic in the development of market economy. The cities in China are fast expanding and as a consequence, human’s demand for the natural resources is increasing. Although China has a vast territory and is rich in natural resources, these natural resources are getting exhausted day by day. Therefore this problem should be one of the main social focuses of attention, whether from the aspect of protecting natural resources or from the aspect of urban sustainable development. Although the market mechanism plays a basic role in resources allocation, there are still defects and shortcomings that can not be overcome, and then the role of government needs to be brought into play. As the manager of society, with the public interest as target, what is the role of government in economic development and environmental protection? This question will be discussed in this paper.In this study, we tried to combine the related theory of the role of government in the subject of administration management and the case of the petrochemical industry development in Qinzhou city. We collected the necessary data by the method of literature, empirical study, observation, and interview. We then carried out the research aiming to conclude the role orientation of the Qinzhou government in the course of protecting the marine environment. The large amount of data and information included in this paper were all obtained by proper investigation, which made this paper more true and effective.The analysis and result of this research were mainly elucidated from the following aspects:analyzing the connotation and evolution of the role of government; exploring the relationship between the development of petrochemical industry of Qinzhou City and marine environment protection and analyzing their present condition on the basis of the data and information obtained from objective investigation, and also on the basis of the theory of the government role; elaborating the role orientation of Qinzhou government in the marine environment protection and discussing it from five aspects. This paper emphasized the discussion of the government role and function with the main clue of government role, in hope to get the conclusion which can be a useful supplement to the current research and supply some constructive references to the role orientation of the government in the environment protection.
