Research On Government Regulation On PPP Model Of Food Wastes Disposal In Suqian City

As a Chinese saying goes,food is human's god.China,with its profound and long cooking culture,has made itself in to a power of food wastes.For a long time,a large amount of food wasting has been directly used to fed livestock or dumped with general household waste.Food wastes has the dual attributes of pollutants and resources.In addition,it has a large amount of production,scattered locations and complex composition.If it is not handled properly,it is likely to cause ecological pollution and food safety hazards.If handled in a proper way,some wastes can be duplieated and regain its value.Promoting the standard treatment of kitchen waste will curb the illegal interest chain,which is commonly seen as"ditch oil" and "garbage pig".It is an important measure to crack the "garbage siege" and ensure food safety,and play an major role in developing circular economy and building ecological civilization.At present,the PPP model has been adopted by governments,establishing a community of "shared benefit and risks,full cooperation and supervised management" between the government and society.Suqian City Food Wastes Treatment Project is one of the first 15 PPP pilot projects in Jiangsu Province in 2014.It is also the first PPP project in Suqian City,one of the cities of the early exploration and practice of food wastes,and the key project of Suqian City led by the Suqian City Administration in 2015.With the progress of the project,the food wastes disposal PPP model in the government supervision model is gaining its position.Moreover,it is equipped with the special attributes of the kitchen waste,it is worthy studying the government supervision of the food wastes disposal PPP model.Most of the domestic cities are still in the preliminary stage the PPP model where they know nothing except some superficial knowledge about technology and management of the model.Therefore,starting from the actual treatment of kitchen waste in Suqian City and taking government supervision as the research object this article closely grasps the connotation of the PPP model and first analyzes the status and problems of goverunent supervision of PPP mode in kitchen waste treatment in Suqian City by using literature analysis method,social investigation method,individual interview method and other research methods,as well as related theories such as government governance,agency,New Public Management.We have a deep analysis of the insufficient government supervision capacity,regulatory information intercommunication,lack of coordinated supervision,supervision of heavy bidding,light operation supervision and the difficulty of law enforcement.The reasons include the lack of understanding of the government's thinking,the flaws in the design of the operational mechanism,the unclear regulatory position,the imperfect regulatory system,insufficient publicity and guidance,and weak law enforcement.Finally,on the basis of domestic and foreign experience tips such as the United Kingdom,Australia,Beijing,Nanning,etc.,the countermeasures for improving the government supervision of the PPP model for food wastes disposal in Suqian City were put forward,from improving the government supervision system,strengthening the law enforcement supervision and guaranteeing to innovating government supervision measures.Three aspects are explored to enhance the government's regulatory capabilities and skills so as to promote local governments to do more public service projects.
