A Study On The Municipal Domestic Waste Disposal Based On PPP Mode

In China,the government has been responsible for the disposal of municipal domestic waste.With the continuous increase of urban residents and garbage production,the government’s financial pressure is also increasing.In addition,due to the monopoly of the government,the efficiency,resource utilization and harmless of waste disposal are all relatively low,and the capacity of waste disposal is obviously insufficient.The phenomenon of “Besieged by Waste”is serious.In this case,it is necessary to explore a new way of municipal domestic waste disposal--PPP.The paper expounds the definition and characteristics of PPP model,and takes transaction cost theory,principal-agent theory and governance theory as the theoretical basis for the application of PPP model in the field of municipal domestic waste disposal.This paper introduces the present situation of municipal domestic waste in China by means of data analysis,points out the problems of unsatisfactory realization of the goal of "three modernizations",single investor and low efficiency of current management mode,and then expounds the great potential and advantage of PPP mode in municipal domestic waste treatment through necessity and feasibility analysis.Then it analyzes the situation of PPP which has been applied in the field of municipal domestic waste disposal,points out the problems in policy system,risk and benefit design and supervision,and puts forward new countermeasures from three aspects of policy,practice and supervision.This paper mainly adopts the literature research method,data analysis method and system analysis method.From the perspective of public administration,break down the single research on a certain problem before.In this paper,the main problems and causes of the application of PPP mode in the field of municipal domestic waste disposal in China are analyzed and the corresponding countermeasures are put forward.
