Study On The Government's Role In The Process Of Ecological Compensation

Eco-compensation is the current hot issue of ecological and economic circles,and is the policy measures to achieve sustainable development and wide adoption for countries in the world. China's ecological compensation from the current practice of the Government in the construction of eco-compensation mechanism to promote implementation of policies played an important role and financial support is to improve the eco-compensation mechanism leading force in operation, but still there are many problems should be solved and improved. In reference to foreign government construction and operation of eco-compensation mechanism based on the experience, combined with our government functioning ecological compensation mechanism and the Yulin City, the real situation further role of the government in the ecological compensation mechanism in a leading role in some suggestions.In this paper, ecological compensation proposed by the research background and research purposes and meaning, then elaborated on the concept and connotation of ecological compensation, as well as ecological compensation mechanism of the constituent elements. And then the theoretical basis for ecological compensation was described, including the theory of public goods, externality theory. Second, the combination of Yulin city of practice, describes the city of Yulin overview of the relevant policies of ecological compensation in Yulin City, provides an overview, and then analyzes the status quo of ecological compensation in Yulin City, points out the eco-compensation Yulin has achieved some success, but there are some problems.Finally, we analyzed the role of government-led. First Analysis of the process of ecological compensation for the role of government-led basis, legal basis and policy basis for that in the eco-compensation in the need for government to play a leading role; Then expound the representation of a leading role of foreign governments and our government in the process of Ecological Compensation, and pointed out that the government's leading role in strengthening;Then should make Eco-compensation mechanism perfect and a favorable environment for Government to play a leading role in optimizing.
