Study On The Role Of Government In Chinese SO₂Emissions Tarading

The emissions trading from proposed to put into practice until now, has became a major means of pollution control. Emission trading was introduced to China in the last century80’s, SO2Emissions trading practice in our country started in the1990s,20years’practice makes the pilot cities and provinces gradually exploring a suitable trading pattern. With the pilot constantly advancing, theoretical researches on emissions trading are constantly accumulating. Existed researches conducted comprehensive analysis of the theoretical basis of emissions trading, the feasibility of emissions trading in our country. Studies on the role of government in emissions trading focused on the role or function of government, and there were fewer analysis of the necessity of the role of government or based on a theoretical perspective to analyze the role of government, while systematically study on the role of government in SO2emissions trading is less. Meanwhile, in a practical level, with the deepening of the pilot, the role of government in emissions trading has changed, researches on the government’s position is no longer suitable for the current demands, and the study on the role of government after the change is deficiency. In view of this, this paper makes a new systematically study on the role of government in Chinese SO2emissions trading, after the argumentation of the necessity of the role of government,this paper grouped the role of government into five areas: planning, guiding, coordinating, supervising and serving.Emissions trading is an application of the new public management theory in pollution control, but because there are some shortcomings of new public management theory itself, which is too much emphasis on market efficiency, while serving the public and advocating for public participation is relatively less. Therefore this paper not only bases on the new public management theory to analyze the role of government in emissions trading but also absorbs the new public service theory of serving the public and promoting public participation.By the use of theoretical tools of analysis, the main point of this paper is: the role of government in SO2emissions trading is necessary, in which the government plays planning, guiding, coordinating, supervising and serving role, at the same time planning unscientifically, fairness, guiding and coordinating improperly, serving insufficiently and regulating problems are existed. The reasons for these problems, both subjective and objective are aspect. But with the guidance of the new public management theory and the new public service theory, the government could alter their working philosophy to provide better public service to the utilities, market and citizens; take a more scientific approach to determine the total amount of emissions and a more equitable initial allocation to raise the scientific and fairness in planning; innovate the service supplying ways through outsourcing and developing financial derivatives in the secondary market; strengthening the role of government in regulating and punishing; while also focus on public serving role to increase the public participation in emissions trading, make effort to protect citizens and groups’ position and improve their participation ability and so on.
