Since the reform and opening up,China's economic development has made remarkable achievements.The report of the 19 th National Congress of the Communist Party of China once pointed out that "innovation is the strategic support for the construction of China's modern economic system",and the impact of industrial agglomeration,especially the traditional manufacturing agglomeration,on innovation is beyond doubt,but what role will the high-tech service industry agglomeration with core technology play in innovation is still For this reason,this paper tries to evaluate the regional innovation efficiency in China from the micro perspective,and then focuses on the impact of high-tech service industry on innovation efficiency under the external environment.In terms of relevant theories,this paper mainly summarizes the connotation evaluation of high-tech service industry by predecessors,obtains the characteristics of high-tech service industry,and makes a clear definition of the scope of high-tech service industry referred to in this paper.Then,it combs the relevant theories of technological innovation,innovation efficiency and industrial agglomeration,and discusses the effect of high-tech service industry agglomeration on innovation from four aspects.In the empirical aspect,this paper calculates the agglomeration degree of high-tech service industry sub industries and provinces in China,and uses two-stage network SBM model to measure and evaluate the efficiency value of innovation in 30 provinces in 2008-2017,and then constructs the threshold regression model of high-tech service industry agglomeration and innovation efficiency.The main conclusions are as follows: 1.The agglomeration degree of high-tech service industry in China is still at a low level,and the agglomeration degree of the eastern economically developed provinces is relatively high;2.The evaluation results of innovation efficiency show that the overall innovation efficiency of China is not high,but shows a gradual upward trend,and the innovation efficiency of the eastern economically developed regions is still significantly higher than that of other regions,while the efficiency evaluation of the sub stages The results show that China's innovation R & D efficiency is significantly higher than innovation transformation efficiency,and there is a trend of "polarization",in recent years,the number of provinces under the type of high R & D and low transformation gradually increases;3.Threshold regression results show that the impact of high-tech service industry agglomeration on innovation efficiency shows a nonlinear "U" relationship,in the threshold range of low and medium agglomeration Innovation efficiency has different degrees of positive impact,but in the high agglomeration range,it has declined;in the threshold range of low and medium economic development level,the industry agglomeration shows different degrees of inhibition to innovation efficiency,while in the high economic development level range,it shows positive promotion to innovation efficiency.From the Perspective of regional distribution,most of China's regions The agglomeration of high-tech service industry has played a positive role in promoting innovation efficiency.
