As the main body of national economic growth,continuous technological innovation has greatly improved the comprehensive competitiveness of China's industry.However,the greening process of its technological innovation is slow,the efficiency of resource utilization is low,and the problem of environmental pollution is still prominent.It has not yet extricated itself from the development mode of "high input,low output,high consumption and high pollution".Under the background of the increasingly prominent contradiction between the high-input and low value-added industrial production mode and the restriction of resources,it is urgent to speed up the construction of a green industrial system with high technological content,low resource consumption and less environmental pollution,establish a long-term mechanism for industrial green development,and promote the harmonious integration of industrial civilization and ecological civilization.Therefore,bringing technological innovation,economic development and environmental governance into a unified research framework,measuring green technological innovation efficiency in China's industrial industry from the perspective of industry heterogeneity,and analyzing the development characteristics of green technological innovation efficiency in China's industrial industry,can provide support and reference for improving the overall level of industrial green development and implementing the ecological economic development model.On the basis of summarizing the existing research at home and abroad,this paper clarifies the connotation of green technological innovation efficiency,and determines to study technological innovation efficiency of China's industrial industry from the perspective of green development.Firstly,on the basis of two-stage innovation value chain,this paper highlights the concept of green development and introduces the environmental governance process,and constructs the index system of green technological innovation efficiency measurement based on three-stage chain structure;Secondly,this paper describes the current situation of green technological innovation in China's industrial industry and analyses the existing problems based on input-output data;Thirdly,the three-stage network DEA model is used to measure the overall efficiency and staged efficiency of green technological innovation in China's industrial industry from 2011 to 2015,as the time-varying trend and industry differences of green technological innovation efficiency in each industrial industry are analyzed;Finally,the sigma convergence and beta convergence analysis methods are used to explore the convergence characteristics of green technological innovation efficiency in China's industrial industry,and then put forward relevant policy recommendations to improve the green technological innovation efficiency in China's industrial industry and promote the coordinated development of technology,economy and environment.The main conclusions are as follows:(1)In terms of green technological innovation input,some industrial industries have slowed down their input in the technological R&D stage and technological achievements transformation stage,gradually increased their input in the environmental governance stage;In terms of intermediate output,the growth rate of technological innovation achievements output has slowed down,and the environmental pollutants production has improved;In terms of output,the growth rate of economic output has slowed down,among the three indicators of environmental governance output,the amount of industrial wastewater treatment has shown a significant downward trend,so environmental management departments should focus on industrial wastewater treatment.(2)The average of industrial green technological innovation efficiency in 2011-2015 is 0.597,which is still not high and has great potential for improvement.In a staged manner,technological R&D stage is the weak stage in the green technological innovation process,technological achievements transformation stage is the key driving force to enhance the green technological innovation ability,and the short-term effect of environmental governance stage is not obvious.(3)The industrial green technological innovation efficiency has obvious industry heterogeneity.The green technological innovation efficiency of the four industries rank from high to low in the order of high-tech industry,resource-based industry,general manufacturing industry and raw material industry.(4)The industrial technological R&D efficiency and technological achievements transformation efficiency show the characteristic of sigma convergence,the convergence of various industries is gradually strengthened.The industrial green technological innovation efficiency and environmental governance efficiency have not yet shown obvious sigma convergence trend.(5)The overall efficiency and staged efficiency of green technological innovation in the industrial industry have an absolute beta convergence trend,which forms a catch-up effect of backward industries to advanced industries.The innovation of this paper primarily includes the following three aspects:Firstly,in terms of research framework,considering the impact and transformation of environmental output on the quality of technological innovation,the green technological innovation process is divided into three sub-stages:technological R&D stage,technological achievements transformation stage and environmental governance stage,constructing the green technological innovation efficiency measurement index system based on three-stage chain structure and highlighting the concept of industrial green development;Secondly,from the perspective of research level,measuring green technological innovation efficiency in China's industrial industry from the perspective of industry heterogeneity and further investigating the industry differences;Thirdly,from the view of research methods,the three-stage network DEA model is used to measure the overall efficiency and staged efficiency of green technological innovation,so as to consider the internal operation process of decision-making unit,and comprehensively explore the inherent reasons for the performance of green technological innovation efficiency in industrial industry with three-stage network structure.The shortcomings of this paper are mainly reflected in two aspects:Firstly,due to the second national pollution source census and the adjustment of the environmental statistical method system,the publication of environmental pollution statistics data from 2016 to 2017 are delayed,and the research year is only until 2015 with a slight lack of timeliness;Secondly,the national economic industry classification standard was adjusted in 2011,the division of some industries has been different since 2011.Some industries should be adjusted in order to maintain the consistency of caliber,such as merging the rubber products industry and plastic products industry into rubber and plastic products industry,excluding leather,fur,feathers and its products and footwear industry and other industries with large caliber changes,eventually bringing 26 industries into the scope of research,failing to investigate the green technological innovation efficiency in all industrial industries.
