With the advent of economic globalization and the information technology revolution, the competition among countries for comprehensive national strength has become fiercer.China is the largest developing country in the world.High-tech industries are important boosters in the process of catching up with developed countries. Therefore, this thesis uses DEA-Tobit model to analyze the research and development efficiency and influencing factors of China's high-tech industry. In theory, this thesis mainly includes two parts: On the one hand, this thesis introduces the literature on the factors affecting the research and development efficiency and R&D efficiency of high-tech and high-tech industries at home and abroad. This part is the theoretical basis of this thesis and plays an important role.On the other hand, this thesis introduces the definition of high-tech industry, the development process, the development status of the industry, the opportunities of high-tech industries and the challenges. This part discusses the development of China's high-tech industry and the problems it faces. In the empirical analysis, there are two parts: The first part is the analysis of high-tech industry R&D efficiency. This thesis analyzes the efficiency of the combination of static and dynamic research on the research and development efficiency of China's high-tech industry from the three regions of the country, the East,Central and West, and the provinces. The CCR and BCC models were selected for static efficiency analysis, and the Malmquist index method was used for dynamic efficiency analysis. The study found that the continuous increase of investment did not increase the research and development efficiency of China's high-tech industries. In the second part, this thesis uses the panel data of high-tech industry development in various provinces in China from 2009 to 2015 to construct a Tobit model to further analyze the factors affecting the research and development efficiency of high-tech enterprises in China. After analysis,it can be seen that the R&D investment intensity and the new product market demand are negatively correlated with the R&D efficiency. The market structure is positively related to the R&D efficiency, and the ownership structure has no significant impact on R&D efficiency. Finally, this thesis summarizes the above two parts. At present,China still needs time to improve the efficiency of R&D investment.Simply increasing R&D investment does not bring about an increase in technology. The low level of pure technical efficiency and insufficient capacity for independent innovation are the main problems facing China.
