Research On The Construction Of Regional Innovation System For Marine High-tech Industries

In twenty-first Century,it was regarded as the "ocean century".The development of marine economy has become a hot topic in the world.Promoting the deep integration of marine technology and economic activities is the top priority for the development of marine economy.The major marine powers such as the US,Japan and Norway are vigorously developing marine high-tech industries,actively promoting R&D and application of high technology,and building marine high-tech industrial parks.In recent years,China attaches great importance to the development of marine economy,has introduced a national marine strategy,"Silk Road Economic Belt",twenty-first Century "maritime Silk Road" and carry out the national marine high-tech industrial base pilot and other major strategic decisions,but how to continue to promote the marine high-tech industry development,cluster development,promote the optimization the regional industrial structure upgrading,the formation of the marine high-tech industry cluster development scale,the growth of regional marine high-tech industry,theory and practice is still a lack of systematic research and planning.This paper is a review based on the international and domestic background,based on the industrial economic theory,industrial cluster theory,growth pole theory,system theory,regional innovation system theory,through the research that the construction of marine high tech industry regional innovation system is conducive to enhancing the marine science and technology innovation and achievements transformation ability.Is conducive to promoting the formation of marine high-tech industry cluster,is conducive to the cultivation of new impetus to the innovation and development of marine economy.Therefore,this paper constructs a knowledge innovation system,industrial innovation system and innovation service system,policy support system and innovation environment system consisted of five subsystems of the marine high-tech industry regional innovation system framework,analysis of operating mechanism of organization of each subsystem and the whole system of innovation.Then,we use Delphy method,expert scoring method.AHP and comprehensive index evaluation method to build the corresponding index system of marine high-tech industry regional innovation system evaluation.Finally,taking Tanggu marine high tech Zone as an example,we make an empirical analysis,and apply the above research results to build the innovation system of Tanggu Marine High-tech Zone,and make a comprehensive assessment.On this basis,it puts forward targeted and purposeful policy recommendations,so as to provide effective theoretical basis for speeding up the construction and development of the innovation system of marine high-tech zones.
