Currently,our country is in the ending year of building a moderately prosperous society in all respects at a high level and a vital stage of rapid development of industrialization and urbanization.Playing an important role in promoting China's industrialization and urbanization,high-carbon industry is one of the leading industries supporting the development of the national economy,but the traditional development mode of high-carbon industry with high energy consumption,high pollution and high emission runs counter to the "five development concepts" of innovative,coordinated,green,open and inclusive development put forward at the Fifth Plenary Session of the 18 th CPC Central Committee.It is urgent to promote the transformation of high-carbon industry from resource-driven development mode to innovation-driven development mode and improve the technological innovation efficiency of high-carbon industry.Following the logic mainline of "defining the connotation of technological innovation efficiency-measuring technological innovation efficiency-designing the path to improve technological innovation efficiency" in China's high-carbon industry,it first briefly expounds the research background and significance of the present technological innovation efficiency in high-carbon industry;Secondly,it sorts out the high-carbon industry,introduces the theory of technological innovation and the theory of efficiency measurement,on which basis,the paper defines the connotation of technological innovation efficiency of high-carbon industry,then,through the analysis of the characteristics of the process of technological innovation activities in high-carbon industry,it extracts the influencing factors of technological innovation efficiency in high-carbon industry from the perspective of input and output,selects the corresponding indicators in combination with the characteristics of high-carbon industries to construct an assessment indicator system of technological innovation efficiency in high-carbon industry;It measures the static level of technological innovation efficiency and the dynamic change of technological innovation efficiency respectively by constructing a super-efficiency SBM model including unexpected output and direction ML index;Aiming at the problem of improving the efficiency of technological innovation in high-carbon industry,from the static and dynamic perspective of technological innovation efficiency,it constructs a three-dimensional matrix of insufficient technological innovation output and a two-dimensional matrix of inefficient sources of technological innovation,classifies the technological innovation efficiency of various high-carbon industries from the degree of output shortage,the change of technological efficiency,and the contribution degree of technological changes to the dynamic change of technological innovation efficiency,designs the path to improve the technological innovation efficiency in order to achieve the purpose of improving the technological innovation efficiency according to the causes of the lack of technological innovation efficiency in different categories.The case study reflects that:(1)The level of technological innovation efficiency of enterprises related to high-carbon industries in our country is not balanced.From the perspective of static technological innovation efficiency,there are great differences in technological innovation efficiency among enterprises,and the distribution shows a polarization trend,from the perspective of dynamic technological innovation efficiency,there is no obvious aggregation of "efficiency increases year by year" and "efficiency decreases year by year",and the change rate of technological innovation efficiency of each enterprise fluctuates during the investigation period.(2)A significant number of enterprises have redundant investment and insufficient production.The efficiency of technological innovation is relatively low and there is still much potential for improvement.(3)Aiming at the inefficiency of technological innovation caused by different links,this paper proposes ways to improve the efficiency of technological innovation of strengthening the efficiency of technological research and development,improving the conversion rate of technological achievements and reducing unexpected output.
