The report of the 19 th National Congress pointed out: "Innovation is the first driving force for development and the strategic support for building a modern economic system." With the advent of the knowledge economy,technological innovation plays an increasingly important role in improving enterprise production efficiency,promoting industrial structure upgrading,and enhancing national competitiveness.Regional technology innovation capability As an output base for the innovation elements required for the development of local high-tech industries,it has an irreplaceable role in the development of high-tech industries.As the main embodiment of the industrialization process of technological innovation,high-tech industry represents the development level of the country's advanced technology and is the main aspect to measure the potential of a country's industrial development.The improvement of its development level is conducive to the promotion and optimization of China's industrial structure.Strengthen the construction of regional innovation environment.Therefore,research on the synergistic development of coupling between the two is of great significance for the development of high-tech industries and regional innovation capacity building.This paper explores the degree of coupling and coordination between high-tech industries and regional innovation capabilities in 30 provinces and cities and eight economic zones in China.Firstly,based on the related theory,the coupling system of high-tech industry and regional technology innovation capability is constructed from four aspects: coupling content,coupling dynamics,coupling process and coupling mechanism.Secondly,the development status of the two systems is analyzed from different dimensions.The data of the correlation between the two subsystems and the coupling coordination degree of the 30 provinces and cities in China except Tibet in 2008-2016 were empirically analyzed from the provincial level and the economic region level.Finally,the coupling between the provinces and cities was carried out.The degree of coordination is the explanatory variable,and the regression model is constructed with the marketization level,government support,enterprise innovation motivation,industry-university-research cooperation level,industrial absorption capacity,and industry scale as explanatory variables,and factors affecting the coupling coordinationbetween the two subsystems.Explored.The main findings of this paper include: 1 China's high-tech industry subsystem development level generally lags behind the regional technology innovation capability subsystem,both systems show a large gap between provinces,east and west low;2inter-provincial In the nine-year average coupling coordination degree,there are highly coupled and coordinated Guangdong and Jiangsu provinces;in Zhejiang,Shandong,Beijing,Shanghai,Sichuan,Henan,Hubei,Fujian,and Tianjin,the remaining 19 provinces are only realized.Low-level coupling coordination;3 From the evolution trend of the coordination degree of each province,Guangdong,Jiangsu,etc.belong to the stable category;Henan,Chongqing,Hunan,Anhui,etc.belong to the progressive development;Liaoning,Jilin,Heilongjiang,etc.belong to the recession;At the level of the eight economic zones in the region,the eastern coastal,southern coastal and northern coastal economic zones are in a highly coupled and coordinated phase;the middle reaches of the Yangtze River,the middle reaches of the Yellow River,and the Greater Southwest Economic Zone are in a moderately coupled and coordinated phase;the Northeast Economic Zone is moderately coupled and degraded.To the low coupling and coordination phase;the Greater Northwest Economic Zone has been in the low coupling and coordination phase;5 impact The main influencing factors of the coupling and coordinated development level between the two systems in the country are marketization level,government support,industrial absorption capacity,and industrial scale.The main factors affecting the coupling and development level between the two systems in the middle-high coupling phase are marketization level and government.Supporting strength and industry scale;the main factors affecting the level of coupling and coordination between the two systems in the low coupling phase are marketization level,government support,industry-university-research cooperation,industry absorption capacity,and industry scale.Finally,based on the above research,the countermeasures and suggestions for promoting the coordinated development of high-tech industries and regional technological innovation capabilities are given.
