To alleviate the pressure on water resources,the Chinese government has issued a large number of policies to promote recycled water.However,throughout the country,the reuse of reclaimed water has only achieved partial results,and the overall situation is still difficult to promote.The thesis focuses on the core question of "why is it difficult to promote the reclaimed water? What is the logic of the various stakeholders' actions?",using evolutionary game theory to describe the action logic and role positioning of multiple subjects in the promotion of reclaimed water.The development of the city's recycled water reuse market as an example,studies and summarizes the history and current status of the promotion of recycled water in this area,and provides a reliable reference for the promotion of recycled water in other cities in China.the result shows:(1)The dilemma of reclaimed water promotion is a game product based on the interests of all parties.In the process of macro-control,the central government must control the reclaimed water manufacturers as well as restrict the local government's behavior.In the face of reclaimed water manufacturers,the government should give priority to support without loosing supervision.In the face of the local government as the main body,it is necessary to increase punishment and weaken the local government.(2)The reclaimed water reuse market in Xi'an has achieved good development.It belongs to the third stage of the game model of the government,reclaimed water manufacturers,and consumers,namely,"vigorously promote reclaimed water,invest in reclaimed water projects,and use tap water." Although the repeated games between central and local governments will have an impact on the effectiveness of the policy,through continuous inspections and inspections,Xi'an's recycled water output and reuse volume have achieved steady growth.In order to achieve an ideal stable state,the focus of the next promotion should be on consumers,and the government should speed up the selection and replication of the “use of recycled water” strategy within consumer groups through vigorous publicity and related policies.(3)The public,as a market entity that monitors government actions and purchases recycled aquatic products,has great potential for development.The public can not only report on the environment through an online platform,but also support the construction of an environmentally friendly society by purchasing recycled aquatic products.However,its degree of regulatory participation is related to the supervision of the central government.At present,whether it is a consumer or a supervisor,the participation of the public in the market is not enough.(4)Stakeholders in the recycled water reuse market influence and restrict each other,and advocating collaborative governance involving the participation of the government,enterprises,and citizens can curb opportunistic tendencies in collective actions to the greatest extent,and is an effective solution to the dilemma of the promotion of recycled water the way.
